School Leavers -16+Learning Choices • More Choices, More Chances, Determined to Succeed (DTS) • ASL Act (SEBD; preparation for adulthood!) • GIRFEC – single plan • ‘Early’ intervention (eg Activate & Work Net) • L.A.C. ‘We Can and Must do Better’ • Skills for Work (vocational qualifications / ACfE) • Skills Strategy (SDS) – employability; Get Ready for Work; Workforce Plus • Partnership Matters

Single outcome agreement – national indicators • Indicator 7: Increase the proportion of school leavers (from Scottish publicly funded schools) in positive and sustained destinations (FE, HE, employment or training) • Indicator 8: Increase the proportion of schools receiving positive inspection reports • Indicator 9: Increase the overall proportion of area child protection committees receiving positive inspection reports • Indicator 10: Decrease the proportion of individuals living in poverty • Indicator 11 60% of school children in primary 1 will have no signs of dental disease by 2010 • Indicator 12: Increase the proportion of pre-school centres receiving positive inspection reports.

  4. 16+: What is it aiming for? • Sustained, positive destinations • a new model that facilitates: • progression for all • 2nd, 3rd, 4th … chances for those who need them • learning providers, including schools, operating as single coherent system

  5. What this means in practice? • Every young person to have suitable offer of learning well before reaching compulsory school leaving age • Key, common elements: • early identification of those who need MCMC • engaging young people wherever they are • focussed work to identify suitable progression options (needs creativity!) • supporting the transition at 16 incl use of ASL Act • tracking and ongoing support • data-sharing

  6. Who are we offering it to? • Important that the offer is universal • Not confined to those in school • Particular focus of those at risk: • attendance • attainment • behavioural • home circumstances • Focus on winter leavers

  7. Lessons from elsewhere • Need to convince young people that staying in education / training is worthwhile • Schools need considerable support • Sufficient variety and quality of (new) post-school provision to engage the target group • Active engagement of young people in the process can help i.e. design of provision

  8. Proposed approach • SG working closely with local partnerships • high level of autonomy to design local solutions • build on successful local delivery across Scotland • sharing best practice (Scotland, wider)

  9. Timescales • New model Scotland-wide: December 2010 • Expressions of interest – mid April • Conference for 32 local partnerships - 24 April • Development work in partnership • New model in place in selected partnerships: December 2008
