  1. Tribal Self-Governance Advisory Committee A Year in Review: Accomplishments, Collaborations, Strategic Plan

Purpose • The Tribal Self-governance Advisory Committee will provide information dissemination, education, advocacy and policy guidance for implementation within the Indian Health Service. • Tribal leaders represent all 12 areas within IHS • Technical workgroup provides support via research and assistance on developing positions and recommendations

  3. Accomplishments Formally advocated for/provided guidance: • Re-convening the Contract Support Work Group, advocated for full funding of CSC and provided recommendations for issue resolution • Single Definition of American Indian/Alaska Native in the Affordable Care Act • Expansion of Tribal Self-Governance within HHS and advocated for the inclusion of Tribes operating Title IV programs to be included in the Tribal/Federal workgroup • Implementation/guiding principles for the IHS/VA reimbursement agreement • Consultation on IT shares • Proposed rules for the Establishment of Exchanges and Qualified Health Plans

  4. Accomplishments • Committee work • Presented on various panels/trainings including Self-Governance Training, IHS Consultation Summit, National Best Practices Conference sponsored by USET and ATNI, ACA “Train the Trainer” sponsored by NIHB and NCAI. • Provided input for the CHA workgroup • Provided testimony on budget priorities including inflation, population growth and pay costs

  5. Strategic Plan • Developed at annual Strategic Plan Meeting • Provided to all Self-Governance Tribes for feedback • 3 major areas of focus: • Budget • Legislative • Policy

  6. Policy Priorities • Restore transparency and collaboration in advancing Self-governance • Strengthen the role of the Office of Tribal Self-governance • Update the Headquarters manual

  7. Budget Priorities • Full funding Contract Support Costs • Support IHS Mandatory Funds • Indian Health Care Improvement fund

  8. Legislative Objectives • ACA/ICHIA implementation • Expansion of Self-Governance in Health and Human Services

  9. Communication • Formal and informal • Clear lines of communication with the committee, OTSG and IHS Director • Issue driven • Collaborative with other organizations throughout Indian Country
