Evaluation Criteria • Soundness, Technical Merit and Innovation • (This is the most important consideration) • Qualifications of the Principal Investigator and the team, both from a technical standpoint and their commercialization vision • Commercialization of the effort – • DoD-Warfighter and Civilian Applications • Each proposal is evaluated on its own merit and not compared to other proposals • Evaluations are based on the information contained in the proposal only Distribution Statement “A” (Approved for Public Release, Distribution Unlimited)

Barriers to Contract Award • Shortage of seasoned Contracting Officers and contracting personnel • Company does not have an government acceptable cost accounting system • Human or Animal subject research • Public release requirements • Failure to properly assert technical data or computer software (DFARS 252.227-7018)

Human/Animal Subject Research • HUMAN SUBJECTS RESEARCH (HSR) • Plan for 6-9 months for entire approval process • Suggest proposing HSR in Phase 2, thus allowing enough time to prepare documentation and complete various approval processes in Phase 1 • Two required reviews: 1) Local Institutional Review Board (IRB) review 2) DoD required headquarters level review • Requirements: • Federal Wide Assurance • Protocol and Consent Form • Ethics Training • ANIMAL RESEARCH • Documentation to submit to DoD veterinarian: • IACUC Approved Protocol and Approval Letter • USDA Facilities Inspection Report • Completed DoD Animal Use Appendix • Ensure all information that is submitted in the Animal Appendix matches the final IACUC-approved protocol • Approval process timelines depend upon nature of study; plan for 6-9 months for entire approval process Distribution Statement “A” (Approved for Public Release, Distribution Unlimited)
