  3. What is the ATI? Section 508 of the Rehabilitation Act of 1973 as amended by the Workforce Investment Act Of 1998 All electronic and information technology developed, procured, maintained or used by the federal government shall be accessible to persons with disabilities. GC 11135 (2002) codified Section 508 requirements in California. SB 302 (2003) applied GC 11135 to the CSU 3

  4. What is the ATI? (Continued) Chancellor’s Executive Order 926 (Jan.2005) Sets forth CSU’s commitment to provide access to programs and services regardless of disability Specifically incorporates Section 508 into CSU policy Coded Memoranda AA-2006-41 and AA-2007-04 Establishes work plans and timelines; provides guidance and resources to assist campuses comply with EO 926 4

Web Accessibility Timeline • 5/15/07 1st Year Web Report & 6/15/07 Implementation Plan • 9/1/07 New & updated administrative websites, web applications, & web content is accessible • 6/30/08 New SF State home page and template assessed to be compliant • 5/15/09 All administrative sites critical to institutional access are accessible (CSU Deadline) • 5/31/10 All administrative sites critical to institutional access are accessible (SF State Target Deadline) • 5/15/12 All websites are accessible 6

Current Web Project • Accessibility assessment of 21 critical websites • Selection includes: • most popular majors w/general student population (Biology & Psychology) • Most popular majors w/students registered at the DPRC (Liberal Studies) • Websites critical to success of all students (e.g. Library, A-Z list, etc.) • Websites representing the President’s cabinet 8

  9. Current Web Project Cont’d Project Objectives: Increase access to information Educate website owners and technical support staff Evaluate progress of website accessibility on campus Evaluate process of conducting assessments Compliance within one year 9

  10. Project Assessment Procedures Initial contact E-mail sent to site owner providing link to assessment and remediation procedure and deadlines for associated deliverables. Response required within 2 weeks, assessment due in 4 weeks. 10

Project Assessment Procedures Cont’d Manual evaluation of sample pages Site owner selects sample pages (exceptions apply to bookstore and library) Site owner/designee assesses sample pages and records results on manual assessment summary sheets Site owner submits assessment results to AST within 4 weeks of the first e-mail notification. 11

  12. Project Assessment Procedures Cont’d Review of assessment results AST reviews assessments If necessary, AST conducts user testing AST prepares and submits report to website owner within 5 business days from website owners assessment submission 12

Project Assessment Procedures Cont’d Remediation plan and interim access solution If report indicates compliance, assessment is complete and site owner has no further obligations If report indicates non-compliance, site owner creates a remediation plan draft including the interim language for their site based on issues identified in the report Site owner sends remediation plan to AST for review and approval AST reviews the remediation plan and sends feedback to site owner 13

  14. Project Assessment Procedures Cont’d Remediation plan Site owner carries out remediation by compliance date Site owner reviews current automated report Site owner re-assesses sample pages and records results Site owner sends summary sheets to the AST for review 14

Project Assessment Procedures Cont’d Reviews of re-assessment AST evaluates automated results AST reviews post-remediation manual assessments + 1 other page from the site AST writes report and declares website compliant or non-compliant If the website is compliant, assessment is complete and site owner has no further obligations If the website is non-compliant, site owner creates new remediation plan and repeats above process 15
