Impact on current methodology • Change in quota of largest contributor (“ceiling” quota) • Change in minimum quota (“floor”) • Overall rate of change exceeds 25% in most cases, but not on a year-to-year basis during the transition period. • Transition period spans three periods • Next scheduled revision of quota scale due in 2017 for 2018-2020 • Alternative: • Advance revision of quota scale using latest economic data and, • Calculate the transition scale based on new percentages and, • Defer next revision of quota scale until after the transition period has run its course (in 2021 for period 2022-2024) • Tiers may have to be revised after the application of economic indicators
