  3. 2004 Estimated Water Use

  4. Northern Planning AreaWater Resource Conditions • Resources are generally in good condition from a regional perspective • High growth area with pattern of development that has trended toward high water demands • Areas of concern have emerged • Opportunity exists to develop a strategy to prevent local impacts from coalescing into a regional problem

  5. Common Issue: Increasing Public Supply Growth, Water-Intensive Patterns of Development

  6. Water-Intensive Patterns of Development

  7. Northern District Strategies • Water Conservation Summit • Per Capita Requirements • Marion / Sumter Counties • Expand NTB WUCA • Citrus and Hernando Counties

County-wide Per Capita Use Rates • Central and Southern Counties • Average 114 gpd/c • Ranges from 86 to 145 gpd/c • Northern Counties • Average 167 gpd/c • Ranges from 146 to 172 gpd/c Note: Per capita usage rates are affected by factors such as source substitution and the number of residents per household.

  14. Per Capita Requirements • Standardized methodology for calculating population • Maximum per capita rate requirements • Initiate Rulemaking, including a Public Input Process

  15. Per Capita Requirements - January Board: Initiation of rulemaking to expand the Southern Water Use Caution Area per capita requirements District-wide. - Workshops TBA

  16. Marion / Sumter Counties WUCA

  17. Marion / Sumter Counties WUCA - Initiate a public process to receive input as to whether to declare all or portions of Marion and Sumter counties a Water Use Caution Area. - The public process would be conducted in partnership with the SJRWMD, with input from the Withlacoochee River Basin Board and representatives of appropriate District advisory committees. - A recommendation will be made at the April Governing Board.

  23. Northern Tampa BayWater Use Caution Area Key Existing Rule Provisions: • Enhanced conservation requirements (e.g., rate structures, water audits) • Enhanced efficiency requirements (e.g., reduced irrigation allocations) • Metering of Permits > 100,000 gpd • Reclaimed water requirements

  24. Expand Northern Tampa Bay WUCA - Initiate a public process to receive input as to whether to expand the Northern Tampa Bay Water Use Caution Area into those portions of Pasco and northern Hillsborough counties not currently in the Northern Tampa Bay Water Use Caution Area. - Receive input from the Coastal Rivers, Hillsborough River and Withlacoochee River Basin Boards and representatives of appropriate District advisory committees. - A recommendation will be made at the April Governing Board.
