  1. The Question of Fun: • Even though the Union had not won many battles up to this point, why would France and Great Britain be afraid to declare war on the Union?

  2. Politics In The South and North

  3. The South • General Lee called for a draft of southern men. Why? • There was not enough manpower in the South. • People in the South fought over this because the South felt that each state should make the decision to draft not the central government. • The South decided to draft all white men between the ages 18-50. • 25% of all men drafted refused to show-up

  4. The South’s Central Government • Where? Richmond, Virginia • The central government made southern farmers give 1/10 of their crops to the war. • Taxed personal incomes • Male slaves were seized from plantation owners for manual labor.

The British and the South= Friends Forever? • Great Britain allowed their ports to be used by the Confederacy to build naval ships. • The British helped the Confederates build their ships. • The British were torn. They wanted southern cotton but did not like slavery. • Great Britain decided to wait to see if the South could win the war.

  6. North • The Republicans controlled congress and the President. • They built a railroad line from Nebraska to the Pacific Ocean. • Homestead Act-Free government land for people who want to settle on it. • First Federal Income Tax was passed (still in effect today) • Greenbacks-Paper money that was green (still used today)

  7. Emergency Actions • Anti-government newspapers were shut down. • Lincoln arrested all “disloyal” members of the Maryland state Legislature. • Martial Law over Kentucky-The military controlled the state. • Writ of Habeas Corpus suspended-People can be held in jail indefinitely without being charged for a crime.
