  5. HowdoesanOccupation/TradebecomeApprenticeable? Business & Industry petitions USDOL to have an occupation or trade become recognized as Apprenticeable NEED FOR TRAINING RESEARCHED

  6. How does an Occupation/Trade become Apprenticeable? Work Process (OJT) schedules are developed by Business & Industry and will be provided free-of-charge to sponsors DETERMINATION OF SKILLS TO BE ACQUIRED

  7. JAC and JATC REQUIRED IF 5 OR MORE APPRENTICES • Joint Apprenticeship Committee (JAC) • Creates Standards submitted to the USDOL OA • Equal representation of Labor and Management • Monitors progress of Apprentice • Joint Apprenticeship Training Committee (JATC)

  8. The Work Process CUSTOMIZED TO SPONSOR NEEDS • Form provided to Sponsor by USDOL OA free-of-charge • Lists training hours and skill sets to be acquired by Apprentice • Matching employer practices • Items can be added to or deleted from skill sets • Hours can be adjusted accordingly yet total remains • No more than 25% of Work Process can be changed

  9. The Work Process COMPLETING THE FORM • 1st column: hours suggested by OA • 2nd column: hours required by sponsor • 3rd column: hours credited by Sponsor to employee for prior training/work experience • Whole hours only • Column totals must match

Determining OJT Credit SPONSOR HAS FINAL SAY • “How much more training time does the Apprentice need to acquire the skills listed on the Work Process?” • Credit may be granted for training/work through current or prior employer • Not necessarily hour for hour of prior employment with either current or former employer • Criteria must apply uniformly to all Apprentices under same Sponsorship

Role of Vocational and Technical Schools SECONDARY & POST-SECONDARY • Source of Apprentice Candidates for Apprenticeship Sponsors • Training centers for Apprenticeship Related Instruction • Both Union and Non-union Apprentices • Office of County Apprenticeship Coordinator • Training Provider for people not ready for Apprenticeship

Role of County Apprenticeship Coordinator FOOTWORK AND PAPERWORK • Promote Apprenticeship • Establish Apprenticeship and Training Programs • Coordinate with USDOL OA and NJLWD • Monitor progress of Apprentices • Develop Apprenticeship Related Instruction • Provide Technical Support to JACs, Associations, etc.

  13. Role of County Apprenticeship Coordinator PROMOTE APPRENTICESHIP • Potential Apprentices • Potential Sponsors • Day or night • Parent groups, schools, trade associations, etcetera • ANJAC Speakers Bureau

  14. Role of County Apprenticeship Coordinator ESTABLISH PROGRAMS • Work with USDOL OA • Meet with Labor and Management • Explain programs to potential participants • Provide technical assistance to JACs

  15. Role of County Apprenticeship Coordinator MONITOR PROGRESS OF APPRENTICES • Monitor and report to Sponsor on Apprentice related instruction • Visit Apprentice at school and work • Serve as Consultant to JAC

  16. Role of County Apprenticeship Coordinator DEVELOP RELATED INSTRUCTION • Review training needs with Sponsor • Evaluate transcript of prior postsecondary related coursework • Recommend course array customized to Sponsor needs

  17. Role of County Apprenticeship Coordinator PROVIDE TECHNICAL SUPPORT • Report on school attendance and grades • Recommend disciplinary action • Support Apprentice and Sponsor

  19. Apprenticeship Agreement SPONSOR INFORMATION • Name of firm or entity Sponsoring Apprentice • Street Address not Box # or P.O. Box # • Signature of person overseeing OJT: Licensee, Owner, JAC Head, etc. • Signature of union representative, if applicable

Apprenticeship Agreement CREDIT FOR PRIOR RELATED INSTRUCTION • Determined by County Apprenticeship Coordinator • Determined prior to registering Apprentice • Based upon transcripts of postsecondary coursework from accredited educational institutions or approved training programs • OJT not a substitute for coursework

Apprenticeship Agreement CREDIT FOR ON-THE-JOB TRAINING • Determined by Sponsor using Work Process • Amount of credit, if any, for work with current or former employers is at the discretion of the Sponsor • Basis for hours credited must be the same for all Apprentices Sponsored • Coursework not a substitute for OJT

  22. Apprenticeship Agreement WAGE SCHEDULE • Determined by Sponsor NOT USDOL or NJDOL • Annual increment required • Wages must be the same for all Apprentices Sponsored given the same classification and total OJT hours earned • Must match collective bargaining agreement if one is in place

  23. Apprenticeship Agreement WAGE SCHEDULE • If 5-Year Program • And increments every 6 months • 10 Periods used • If 5-Year Program • And increments every year • 6 Periods used

  24. Apprenticeship Agreement WAGE SCHEDULE • Also expressed as a percentage of Journeyworker Rate • Journeyworker Rate is wage first day OJT is completed • Prevailing Wage rates are a separate issue • Driven by OJT hours earned

  25. Apprenticeship Agreement WAGE SCHEDULE AND OJT • If increments every 6 months • Wage increases every 1,000 hours OJT earned • If increments every year • Wage increases every 2,000 hours OJT earned • OJT earned includes OJT hours credited and overtime worked

Related Instruction Minimum Requirements • Minimum hours USDOL BAT is 144 yet can vary by sponsor • Minimum passing grade is set by Sponsor, ECVTS is 70% • You may pass a class yet repeat it for lack of hours • Attendance and grades are separate issues • OJT and non-approved courses not a substitute

  27. Related Instruction Courses Assigned • Standard Course Array available from educational institution; e.g., ECVTS • Same for each of Sponsor’s Apprentices • Customized to Sponsor needs • Not changed to compensate for excessive absenteeism

Related Instruction at ECVTS Credit for Prior Coursework • Can only be credited at onset of Apprenticeship • OJT cannot substitute for coursework • Official transcripts mailed directly to CAC • College, military, vocational, etc. • Must be directly related to Job Classification • CAC has final approval

  29. Related Instruction at ECVTS Assignment Letter • Can only take courses assigned • No credit for unassigned classes taken • Course Registration courses via Apprenticeship Coordinator’s office only • Do not register with general public • Payment By MAIL only per Invoice

  30. Related Instruction at ECVTS Grades and Hours • Apprentice responsible for knowing hours and grades recorded by instructor • Sign-in Sheet for each class • Record of attendance and grades reported to Sponsor and copied to Apprentice in January and June

  31. Related Instruction at ECVTS Absences: Faculty • No penalty to Apprentice: Sign Out Sheet • Apprentice docked if late in signing Sign Out Sheet • Must wait for late instructor or substitute • Principal has final say

  32. Related Instruction at ECVTS Absences: Apprentice • Maximum 6 hours in any school year • Discipline includes • Repeat year without credit for current year • Removal from program • Make-up class assigned • Docked hours included in maximum hours absence

  33. Related Instruction at ECVTS Absences: Apprentice Leave Etc. • Leave of Absence • Written request prior to • Written approvals by CAC and Sponsor • Sponsor may choose to qualify “dependent upon opening of apprenticeship position” • Return may require repeat of year at additional cost

Related Instruction at ECVTS Financial Obligations • Apprentice to pay for courses • Sponsor may reimburse yet not a must • TRANSCRIPTS AND RELATED FORMS WILL NOT BE PROCESSED UNTIL FINANCIAL OBLIGATIONS ARE MET • Check Payments (no cash) money order or business check payable to “ECVTS” via MAIL ONLY to “Essex County Vocational and Technical H.S.” 50 South Clinton Street, East Orange, NJ 07018 • No Refunds.

  35. You Are Not An Apprentice IF • You change employers without a new Apprenticeship Agreement • You change job classification or work part-time • You do not meet standards set by Sponsor

  36. Apprentice Changes Written Notification Required • Email is preferred. Include subject; e.g., Cell Change • Any biographical change: • Address, cell, email, phone • Change in school • Written approval by Sponsor • CAC will approve if approved training provider
