  1. Qin Dynasty P. 194-195 I. Shi Huangdi takes the throne (221 B.C.) A. Shi Huangdi means “first emperor” B. followed Legalist beliefs C. He created a strong government with strict laws and harsh punishments D. Shi Huangdi demanded that everyone follow his policies 1. He burned all books that did not agree with Legalism 2. Those who opposed were buried alive E. Shi Huangdi’s armies expanded the empire 1. To ensure no future revolts, when his soldiers conquered a city, he had them destroy its walls and take all its weapons
