Zambia’s role as Co-ordinator of the LDCs in the process Nov 2004 to date • Proactive Approach at all levels (Ministerial, Ambassadorial, Officials) • Political leadership • Ministerial rapport and involvement with other Ministers • Technical competence and teamwork of the Coordinating Delegation • Maximisation of financial resources

Zambia’s role as Co-ordinator (cont’d) • Regular written updates to LDC Ministers by the Minister, esp after L’Stone Ministerial • Co-ordination of all areas of work within the LDC Group • Team-work of the Group through focal points system • Informative but precise Statements at almost all fora where our issues needed to be addressed

  5. Zambia’s role as Co-ordinator (cont’d) • Regular and extensive contact with Capital • Regular briefing of other capital-based stakeholders • Engaging with other Groups, ACP, African Group, G-33, G20, Latin American • Consultations with QUAD and other developed countries

  6. Zambia’s role as Co-ordinator (cont’d) • Regular contact with WTO Secretariat and office of the DG • Regular consultations with other int’l orgs and NGOs that could provide technical advice and analyses. • Assistance from cooperating partners to facilitate our work in Geneva and at base.

LDCs in Hong Kong • LDC Ministerial Meeting at the start of the HKMC6 • LDC Briefing Book for all Ministers at start of Conference • Daily Briefing of LDC Ministers by Zambian Minister • Coordinating Minister meeting other Ministers on a regular basis (developed and developing) to advance position of the Group

  8. LDCs in HK (cont’d) • Monitoring of Green Room (Chairman’s Consultative Group) by the Team: “night-watch”. • Ensure all on board bottom-line LDC position • Know the no-go positions of key players

LDCs in HK (cont’d) • “Separation of powers” within the Team to ensure attendance at almost all fora throughout Conference • Team fully briefed on all stages of negotiations always • Collect information on position of other Groups, esp major players • Work with the Press to sell our issues and put apparent pressure on others

  10. Successes in HK & After • Positive Outcome of the HKMC • 100% DFQF for ALL LDCs • Minimum of 97% by 2008 • Cohesion of the Group: • Unity; resist external pressures • Bottom-up approach

  11. Successes (cont’d) • Technical Work – initiation of LDC position papers (RoOs, AfT, TF, Food Aid Disciplines) • Improved engagement in negotiations (recognition of Group by the Membership) • Improved negotiating capacity of Zambian delegation

  12. Work Ahead: Operationalisation of the HK Decisions • Get positions of Developed countries on their DFQF packages • Rules of Origin • LDC issues on Aid for Trade • Operationalisation of LDC Services Modalities
