Congressional Oversight and DoD Policy • Scope (1969 – present) • NAF major and minor projects, cost and scope changes, public private ventures, MILCON, BRAC, and O&M companion projects, community views, policy waivers, cancellations, extensions, EUL, etc. • HASC-MP and SASC-P (shared jurisdiction with MILCON subcommittees) • Funding (1979 - Present) • APF for Category A activities, Category B child care centers, youth facilities overseas, Category B and C mission-support facilities, and mission requirements (relocation for convenience of the government, new installations, new missions, population growth, BRAC) • NAF for revenue generators, amenities, and non-mission support • Sufficiency and allocation of resources among requirements • Program Management (1987 to present) • Project validation, multi-use facilities, design, and siting • Fiduciary Responsibility • Out of cycle
