Background Information on the Council • The Juvenile Justice and Delinquency Prevention (JJDP) Act established the Coordinating Council on Juvenile Justice and Delinquency Prevention (Council) as an independent body within the executive branch of the federal government. The Council's primary functions are to coordinate federal juvenile delinquency prevention programs, federal programs and activities that detain or care for unaccompanied juveniles, and federal programs relating to missing and exploited children. • The Council, which is chaired by the Attorney General, meets quarterly and at the call of its Chair. The Administrator of the Office of Juvenile Justice and Delinquency Prevention (OJJDP) serves as the Council's Vice Chair. • The Council, as restructured by the 1992 amendments to the JJDP Act, is composed of nine ex officio members and nine nonfederal members who are juvenile justice practitioners. The ex officio members are the Attorney General; the Secretaries of Health and Human Services, Labor, Education, and Housing and Urban Development; the Administrator of the Office of Juvenile Justice and Delinquency Prevention; the Director of the Office of National Drug Control Policy; the Chief Executive Officer of the Corporation for National and Community Service; and the Assistant Secretary for Immigration and Customs Enforcement, Department of Homeland Security. The President may designate other key federal officials with significant decision making authority to serve on the Council. • For more information, visit the Council Web site at www.juvenilecouncil.gov.

Current Membership InformationA practitioner member vacancy exists on the Coordinating Council. • Under the Federal Advisory Committee Act, the Council must have a Designated Federal Official (DFO) responsible for the operation of the Council.   5. Council Activities and Decisions Action Items - Summary • Mentoring activities and point of contact. An interagency council has been established and an executive director, Theresa Clower, hired. An informational and promotional kick off was held early in May. This item will be managed through that body, with reports back to the Council on a regular basis. • White House Task Force for Disadvantaged Youth (WHTF) recommendations. Member agencies were asked to ensure that the information reporting the status of agency actions in fulfillment of the WHTF recommendations has been updated. (Refer to the matrix on pages #10–13 of this PowerPoint handout.) A discussion has begun as to how to best coordinate among member agencies on the pertinent recommendations. • Strategic planning tools. Council members were asked to help ensure the continued relevance of the Community Guide To Helping America’s Youth (www.helpingamericasyouth.gov) by promoting it with grantees and constituents. Members were invited to participate in the development of the analytical toolset known as the Integrated Juvenile Information System (IJIS) by enhancing the database and providing suggestions for improvement through the DFO. • 2006 National Conference. This item is completed as a very successful National Conference took place that brought together about 2,100 practitioners from multiple sectors and disciplines, thanks to agency and practitioner member involvement. • Working group on child sexual exploitation. This item is completed as OJJDP has received contact names from each federal agency on the Council regarding the area of child sexual exploitation will be followed up through OJJDP as needed.
