Update on the Resource Allocation Framework (RAF) Sub-Regional Workshop for GEF Focal Points East and Southern Africa 25-27 June 2008, Windhoek, Namibia
Update on the RAF (I) • Mid-term of RAF implementation has arrived and 50% rule is no longer in effect • Mid-term reallocation will be announced in July • Countries with an individual allocation may then immediately spend up to 100% of the allocation (in Biodiversity, Climate Change, or both)
Update on the RAF (II) For countries in the group the following possibilities apply: a) If country participates in a programme (Pacific Alliance for Sustainability, Congo Basin, etc.), there will be no projects outside the programme b) For countries not in a programme there are these possibilities:
Update on the RAF (III) Group countries (not in a programme): i) If $1 million has been spent in focal area, country may submit additional projects for up to the limit indicated in rules GEFSEC will circulate in July for example, if limit is $3 million and $1 million has been spent, new projects may not exceed the difference = $2 million)
Update on the RAF (IV) ii) If no money or less than $1 million has been spent, country will be guaranteed up to $1 million dollars until the end of 2008. After that, no more guarantees. iii) Country may opt to submit a project for more than $1 million and up to the limit by following rules GEFSEC will circulate in July iv) Finally, country may receive $1 million project and submit additional projects up to the limit following rules GEFSEC will circulate in July
