Key Points • Prohibits direct landfilling of mixed C&D material. • Requires use of registered transporters. • Mixed C&D must be processed at registered facilities. • Applies to all construction projects. • Only full demolition projects file plan. • No bond requirement.
Registration Requirements Facilities Only process mixed C&D. Must demonstrate 65% diversion. Highest and best use for ADC. Transporters Vehicles with more than two tires on any one axle. Vehicles with more than two axles. Transporting more than one (1) cubic yard.
Not Registered Both Registered
Exceptions • Property owner removes waste with own vehicle. • Transporters use small two axle vehicles. • Material is source separated and kept clean for re-use or recycling. • Facility processes only clean source-separated material.
