  2. Objectives • To update Service Providers on current status of Apprenticeship • To share plans for Apprenticeship Expansion • To highlight the short and medium-term strategies already underway

  3. Current Conditions • Current economic conditions are changing, and in some regions and some sectors slowing • A predictably uncertain winter • Ontario is committed to and is responding to the need to meet the demand for a highly skilled workforce

  4. Knowledge and Skills Strategy • Increasing access and opportunity to grow Ontario’s skilled workforce – with a focus on assisting groups facing barriers to employment • Fostering a culture of training and continuous learning – with a focus on strengthening employer investment in workplace training • Transforming our postsecondary education and skills training system to reflect the needs of the new knowledge economy – with a focus on effectively meeting the needs of employers and learners

Knowledge and Skills Strategy con’t • Activities will align with PSE Transformation: • Factored into capacity planning • Connected to growth in applied learning • Integrated into credit recognition and transfer • Activities will align with EO transformation: • Linked to re-development/design work on Skills Development, Second Career and Self-Employment • Supports EO service delivery transformation • Activities will align with modernizing apprenticeship: • Apprenticeship business process streamlining, implementation of EOIS • Potential College of Trades

Apprenticeship • Ontario has the largest apprenticeship system in Canada. • Each province has responsibility for apprenticeship training and certification of skilled workers at the journeyperson level. • Red Seal certified workers can work anywhere in Canada where their trade is designated. • There are 110,000 apprentices learning a trade in this province today – which is 50,000 more than in 2002. • New annual apprenticeship registrations have grown from 17,100 in 2002 to more than 26,000 in 2007-08. • The Ontario government aims to increase apprenticeship registrations by 25 per cent to 2012.

Apprenticeship Expansion • 2008 Budget announced an investment of $75 million over the next three years to expand apprenticeship • Higher registration and completion rates (32,500 registrations annually by 2012) • Increased relevance, matching apprentices with trades in demand • Build on existing programming and incentives

  8. Apprenticeship Expansion continued • Immediate focus on pragmatic and innovative system and program options • Pathways and Learning – Pre-, During- and Post-Apprenticeship • Existing Trades • New Trades • Streamline and modernised system and business practices

Expansion Underway • The new funding is supporting the expansion of the following existing programs this year: • Expansion of the Co-op Diploma Program • Expansion of the Pre-Apprenticeship Program • Increase participation in the Ontario Youth Apprenticeship Program • Increase the apprenticeship per diem to training delivery agencies • Support for apprentices with disabilities • New Trade Development • $55 million over three years to Colleges and Training Centres for infrastructure,equipment modernization, and facilities updating • Ontario Skills Training Enhancement Program (OSTEP) • Apprenticeship Enhancement Fund (AEF

Trade Expansion • Developmental Support Worker • Opportunities for up to 300 workers with a single employer in this area • Concrete Pump Operator • developed to address safety issues and is widely supported by the owners and operators of the equipment. • Personal Support Worker • Potential for fully integrated model with post-secondary system 10

Modernizing Apprenticeship 11 Establishment of the Ontario College of Trades: • Encourage and attract individuals and employers to participate in the apprenticeship program • Raise the status of the trades • Serve and protect the public interest • Contribute to system that would be more responsive to economic needs, enhance the quality of the training, and expand the system

  12. Conclusion • While the economy is shifting and some sectors face certain challenges, it is a time of opportunity as well. • As industry retools, new trades will be developed and new technologies will be invented that require skilled workers. • 2 out of every 5 new jobs over the next 20 years will be in the skilled trades and technologies sector • Together, we are responding to the need to have a highly-educated and skilled workforce.
