When? • Example: Chobham needs Affordable Housing What does a detailed Action Plan look like? How long would it take to compile a credible Plan that can be monitored? Would it follow that course anyway (local politics/interests)? • Risks A. Plan delays publication until all such Action Plans are resolved B.
