  2. 1.0 INTRODUCTION 1.1 Geographical location: Mwanza city council is an urban local authority located on the Northwestern part of Tanzania. It is along the spectacular southern shores of Lake Victoria, the second largest fresh water body in the world. The city council is the second largest city and one of the fastest developing urban center. According to UN Habitat Report in 2005, Mwanza was considered the fastest growing urban center in Africa.

Administrative Area, Land Size and Regional Map 1.2 Administrative Area and Land area: • Mwanza City Council is among 8 districts of Mwanza Region in Tanzania. • Administratively the City is divided into 2 districts: • Ilemela • Nyamagana. • There are 21 wards each represented by elected councillor. • The City Council has an area of 1337 Km. Sq. out of these 900 Sq. Km. (68%) is covered by water and 437 Sq. Km (32%) is dry land which provides space for settlement and other socio- economic activities.

  5. 1.3 Population: • Mwanza City has grown rapidly over the past 57 years: • 1948 = 11,300 • 1957 = 19,900 • 1988 = 223,013 • 2002 = 476,646 (Males 238, 687 and Females 237,959). • Currently, the population is estimated to slightly more than 720,200 based on National Population census of 2002; growing at 3% per annum (natural growth).

  6. 1.4 Main economics activities: • Agriculture and Livestock Keeping, • Fishing (artisanal and commercial), • Commerce and trade, • Mining and quarrying, • Industries (mainly agro – based and food processing); • Transportation, as Mwanza is strategically located as a lake port city which offers an easy access to neighboring countries of Uganda and Kenya and link to Rwanda, Burundi and Eastern part of the Democratic Republic of Congo; and, • Tourism which has started thriving recently

  7. 2.0: RELATIONSHIP BETWEEN POLITICAL LEADERSHIP AND ADMINISTRATION 2.1: The following are Local Government Authorities in Tanzania: - • Urban Authorities • District Authorities Note: There are 4 City Councils, 17 Municipalities, 6 Town Councils, 106 District Councils 2.1.1: Urban authorities Set-Up • Full Council • Standing Statutory Committees • Finance and Administration • Urban Planning and Environment • Economic affairs, health and education • Other Committees HIV/AID and Integrity Committees • Ward Executive Committees • Mtaa Committees

Relationship Cont... 2.2: Political Leadership • In a local authority these are councillors and they make integral part of local government configuration. • They are elected after every five years together with the President and members of parliament during the general elections. • Each councillor is elected from a ward to be a representative in a council • Other council members are women councillors by special seats (Proportional Representation) • MPs within a council/constituency are also members of the council 2.2.1: Functions of Councillors (Through Full Council and Standing Committee): • To make decisions, develop policies, approve plans and reports • Approve bylaws • To mobilize development activities in their respective ares • To promote peace and harmony • To oversee and monitor implementation of various development interventions

RELATIONSHIP Cont... 2.3.1: ADMINISTRATION • Administration is made of civil servants (Technical and administrative staffs) • Initially all senior staff were recruited by Local Government Service Commission • Currently, councils recruit both junior and senior staffs based on available demand (Outcome of Local Reform Program) • Chief executives (District Executive Directors/City Directors) are appointed by the Minister and the President 2.3.2: Functions of Administrative Staffs/Technocrats • To implement day to day activities • To plan and coordinate projects of the council • To implement and supervise decisions of the council • To execute laws and bylaws • To collect various revenues within the council • To provide technical advice and account to the Full Council and Standing Committees. Note: After Dissolution of Councilors’ tenure the executives are given power to take over by Ministerial instrument- PMO RALG

Relations Cont... • 2.4: MERGING POLITICAL LEADERSHIP AND ADMINISTRATION • Politics + administration = Council • They are inter-dependent • Two sides of the same coin • Where the relationship between political leaders and Executives is good- development activities are successful. • Political leaders present their electorate views regarding development issues from Wards (O & OD) • Executives implements the decisions reached by the Council

  12. 3.0: Council and MIC Councils are legal entity they have mandate to enter into: • Agreements with other councils within and outside the country • Decision to enter into cooperation between Municipality is made by politicians and implemented by executives • Councilors monitor the implementation of cooperation between Municipalities and take necessary corrective measures
