The national agenda – more facts • 1.6 million waiting for social housing • Older people: 48% new growth in household numbers to 2024 • Single person households: 70% new growth • £8 billion investment in new affordable housing over 2008-11 • Compared to £3.9 billion between 2006-08 • Queens speech: New Homes and Communities Agency to deliver more social and affordable housing, and promote regeneration. Bill to reform the planning system, for quicker and more transparent decision-making.

The national agenda – some facts • Balancing supply and demand by increasing supply of full market & affordable housing • National: 240,000 dwellings per annum by 2016 • East of England: 508,000 new dwellings by 2021 • Thames Gateway South Essex: 44,300 new dwellings by 2021 • Zero carbon by 2016 • No fundamental changes to Green Belt policy

  5. Southend’s housing • 76,000 dwellings • most owner occupied or privately rented • 9,500 are owned by social landlords • of which 6,500 are owned by the Council • remainder owned and managed by various Housing Associations • 3,500 waiting for housing

  6. What we do • Biggest landlord in Southend • Working with South Essex Homes to let manage and maintain some 6,500 affordable homes. • Improving and regulating private sector housing conditions: focusing on “unfit” dwellings and the poorest conditions

  7. What we do Homelessness • partnership with other public and voluntary sector organisations • provide advice, information and temporary accommodation • Supporting People can help independent living

  8. What we do Strategic housing • Set the strategic direction for housing in the borough • Assess market conditions and monitor housing need • Partnership working with Housing Associations to enable the provision of new affordable housing

Housing Market Influences • House prices • New build supply • In-migration • Out-migration • Private sector vacancies • average price of a detached property is some 12 times the average full time salary, whilst the average price of a flat or maisonette is 6 times the average salary. (2006 ONS earnings survey and Land Registry Property Price Data.)

  11. Councils current focus “A town with a well integrated community living in decent affordable housing in decent residential areas” • Increase the stock of market & affordable homes • Improve condition of existing stock and residential areas • Design for safe living, ie no alleyways

  12. Demand exceeds supply • 3,463 on the Councils Homeseekers Register • Approximately 580 lettings per year from Homeseekers Register (to LA stock and via nomination to RSL stock)
