Agriculture Development To Promote Ag Economic Development & Increase Farm Viability in NYS Through expansion, value-added production, diversification or long-term reduction of operating costs
Funding • $3 Million Available • Minimum $30,000 grants • Maximum $500,000 grants • Program will pay up to 50% of total cost • Admin costs not to exceed 10%
Program Objectives • Increase farm viability • Implement activities of an Agriculture & Farmland Protection Plan • Implement part of a business plan • Leverage private investment • Create or retain jobs • Increase ag business activity in region • Respond to goals and objectives of Regional Council
Eligible Applicants • Counties & Municipalities • Local Development Corps • Regional Development Corps • Public Benefit Corps • Industrial Development Agencies • Farm Credit Institutions • Not-for-Profit Corps
Project Costs Eligible Costs • machinery & equipment • construction • acquisition or expansion of buildings • working capital • processed agriculture commodities • root stock • architectural & engineering costs • consultants • administrative costs* Ineligible Costs • feasibility studies • planning studies • research • educational programs • indirect or overhead • application preparation • any cost not directly related to the project • any cost incurred prior to the award
Disbursement of Funds • Only after the execution of the contract • Only for work completed after the award • Disbursed on a reimbursement basis • Must submit voucher, budget and report • 10% retained to ensure completion of work • Final payment provided with voucher, final budget and final report
