Federal Funding Sources • HBP (Highway Bridge Program) $16 Million/Yr • STP (Surface Transportation Program) 10M/Yr to Counties. • STP (TMA MPO’s over 200K population) $48 M/Yr. • Transportation Enhancement $8 M/Yr • CMAQ (Congestion Mitigation Air Quality) $8 M/YR. • ER (Emergency Relieve) 180 Sites $18.6 million • Federal Earmarks Projects listed in SAFETY-LU $527 M with 53% local agencies • ARRA (Stimulus Funds)

  5. Issues with the programs • Large balance of unobligated federal funds $60 million in 2009 FFY • Under funded or poorly scoped projects • Resource • Process and procedures • Varying program levels of management • No project delivery requirements

  6. Goals for the program expenditures • Reduce the back log of unexpended funds by 2012 • Manage the programs to obligate 100% of the funds each year • Develop partnerships in the management of the funds between FHWA, MPO’s, AOC, LOC and ODOT

  7. Management parameters • Scoping for all projects programed • Minimum project size • Accountability • Change Management process • Reporting requirements • Reasonable progress requirements • Noncompliance notification process • Program management documentation for each program

  8. FHWA Title 23 requirements • Formula funds are good for the year allocated plus 3 • The program must be balanced to revenue • Idle projects for a year or more to be deobligate

Local Program Oversight Requirements Federal Program Management • ODOT Program Manager • Develops Program Guidelines • Coordinates multi-agency committee • Manages project selection process • Evaluates project’s consistency with goals of the program • Monitors program • Approves changes • Performs program outreach
