PSCR INTEREST IN THE POF ISSUE • State mandate to exit the POF business • Ferries are on MTS (regionally significant) • POF are defined as High Capacity Transit • DESTINATION 2030 does not adequately address POF • Forecast growth vs loss of service • Need for a regional approach • Opportunity to coordinate efforts

INITIAL ROUTE SCREENING 32 ROUTES WERE IDENTIFIED BY • Previous planning processes • PAC members • Community members • Market analysis INITIAL ROUTE SCREENING • Prepare Demand Forecasts • Run Travel Demand Model • Daily Ridership Threshold > 200 • Retain all KCFD Routes RESULT: 14 Routes Retained for Further Evaluation

ROUTE EVALUATION FINDINGS IMMEDIATE TERM(next 3 yrs) Maintain & enhance existing routes: • Seattle - Vashon Island • Seattle - West Seattle • Bremerton - Port Orchard • Bremerton - Annapolis Most viable new cross-sound routes (crossing times): • Bremerton – Seattle (30 min.) • Kingston – Seattle (37 min.) • Southworth – Seattle (22 min.)

ROUTE EVALUATION FINDINGS(2) MEDIUM TERM(4-10 yrs) Viable based on market demand, require demonstration testing, improved landside connections • Seattle - Port Orchard • Bainbridge - Des Moines • Kirkland - U of W LONG TERM(beyond 10 yrs) Require demonstration testing, market analysis, terminal siting, landside connections • Seattle - Suquamish • Kenmore - U of W • Renton - Leschi • Seattle - Des Moines • Seattle - Shilshole TOURISM AND RECREATION FOCUSED ROUTES Viable in short/medium term: service more likely by private operator • Seattle - Port Townsend • Seattle - Vancouver, B.C.

Resolution EB-09-01 • Supports Passenger-Only Ferry Study Findings • Supports work of local ferry operators • Directs staff to integrate Passenger-Only Ferry Study into Transportation 2040 • Asks staff to engage in regional coordination to implement Passenger-OnlyFerry service: - Funding - Boat, dock, and terminal design and siting - Shared use facilities, fare integration, etc. - Landside connections (transit, bike/ped., etc.) - Planning for water-oriented development - Integrate Passenger-Only Ferries with WSF ferry system - Passenger-Only Ferry role in emergency response
