  2. Key Learning Objectives We hope you will learn: What terminology is appropriate when attempting to engage university administrators. How to describe what type of relationship would be optimal for your environment and what barriers exist in forming that relationship. To strategize on various methods of building a relationship with law enforcement, campus officials, or city administrators. Learn various relationship-building initiatives from the EIU campus.
  3. Why are you here?
  4. A Little About EIU & Charleston… Eastern Illinois University (EIU) has an enrollment of approx. 12,000 Public institution, one of the 4 “geographic” Illinois institutions Charleston has approx. 21,000 residents EIU is the main employer in the community Rural area with more than 900 farms in Coles County Agency involvement: EIU police, Charleston Police, Coles Co. Sherriff, ISP/Secretary of State
  5. A Vocabulary Lesson We have students…not kids, youngsters, or youth. We address behaviors… not the law. We may have police or we may have campus security. We don’t have a principal’s office but we may have something similar. A college or university is different from a high school.
  6. Quick Look at a University Structure Board of Trustees President or Chancellor Vice-Presidents and/or Provost Student Affairs, Academic, Business, Facilities, Public Relations, etc. Deans and Directors Department Heads Faculty, Instructors or Administrative Program Staff Others
  7. Know who to talk to! What is the concern and Who does it involve Find the “do-ers” on campus Who is connected…both to students as well as to others Judicial Affairs, Alcohol/Drug Education Specialist, Housing, Greek Life If it is the wrong person ask if they can direct you! We really do want to help you!!
  8. Have you heard about the Homecoming Parade??
  9. Discontent among the community Charleston residents expressed concerns over Noise Behaviors on their property (i.e. public urination, fights) Unsightly neighboring properties Residents thought CPD and EIU were “doing nothing” They weren’t talking to the “do-ers” on campus
  10. Need the info… City of Charleston did not provide police reports to Eastern unless it was “really bad” Very little communication between judicial affairs and police agencies other than EIU PD Everyone wanted EIU to “fix their bad kids” During this time EIU was preparing to new presidential leadership
  11. What are some of your barriers?
  12. Taking some small steps… Cultural changes don’t happen overnight Not every person was on board Be willing to give a little to get a little Nice gestures go a long way… It didn’t take a lot of money, but it did take time and dedication
  13. #1—Listen Better Community meetings EIU Vice-Presidents, Judicial Affairs, Charleston Police, Mayor, other officials Felt like a firing squad at first…but the residents needed to voice their concerns! Provided an opportunity to explain procedures EIU & Charleston Police explained process We shared our language with residents too CPD offered input on programs and initiatives… from both leadership and patrol officers
  14. #2—Know Each Other Lunch dates between EIU and CPD Who is on your squad? Learn their names! Ride Alongs– Show and Tell Time! New officer introductions, learn our process Officers feel appreciated when they know something happens and their work is meaningful Big time investment, but the payoff is HUGE

  16. #3—Share Resources Information is a resource CPD expressed to city leadership they enjoyed working with EIU EIU shares info with CPD on case outcomes EIU & CPD unified patrol on weekends Partner in grant opportunities
  17. #4—Good Neighbor Project City officials and EIU personnel placed in teams to meet & greet students Helped CPD officers be seen as a friendly resource Handed out resource packets (and coupons) to explain city ordinances We called this Preventative Maintenance!
  18. #5—University Involvement CPD is invited to participate in many committees and coalitions on our campus Alcohol Coalition Tobacco Coalition Administrative search processes Sanctioning…joint effort to help one another We had to STOP seeing ourselves separate agencies, and see ourselves as part of ONE community.
