  38. Review Campus Hazard Analysis and Emergency Operations Plan

  39. Hazard Analysis and Campus Emergency Operations Plan • Dr. Brown established the ATU Emergency Preparedness Task Force in February 2005 • Task Force identified over 40 Hazards to which ATU is at risk • Vulnerability assessments have been conducted and the resulting risks to the university are prioritized • A Hazard Analysis/ Vulnerability Assessment (HAVA) has been drafted documenting ATU’s vulnerabilities and risks for the hazards identified by the Task Force • The vulnerabilities and risks in the HAVA are driving development the Emergency Operations Plan ATU Emergency Preparedness Program

  40. Recommendations from the HAVA • Use the prioritized risks from the HAVA as the basis for the campus Emergency Operations Plan • Use the hazards and vulnerabilities from the HAVA as the basis for a campus hazard mitigation plan • Establish a Unit Emergency Procedures standard that addresses each of the hazards for which the university is at risk • Consider: • Ensuring that detailed records are kept on the damage, costs, and effects of all emergencies to aid in future planning and mitigation efforts • Assessing hazards and vulnerabilities when making space allocation decisions for University activities ATU Emergency Preparedness Program

  41. Emergency Operations Plan Resources • Summer Student Intern is developing standard templates for the plan • Two Student Interns will be dedicated to EOP development activity beginning in Fall 2005 term • EAM faculty is providing input and day to day oversight and coordination • James Lee Witt Associates will provide guidance and feedback • Emergency Preparedness Task Force will provide guidance and feedback ATU Emergency Preparedness Program

  42. Emergency Operations Plan Strategy • Use annotated outlines based on DHS/FEMA guidance and other university best practices • Drive the EOP with ATU’s risks as identified in the HAVA • Draft the Table of Contents, the Basic Plan, one functional annex and one hazard specific appendix for early Task Force review and approval • Obtain Task Force review and concurrence on the full EOP prior to submitting it to Dr. Brown ATU Emergency Preparedness Program

  43. Emergency Operations Plan Timeline • Complete the Hazard Analysis/Vulnerability Assessment • August 1 2005 • Complete TOC/Basic Plan/Annex review package • Oct 2005 • Provide first draft for Task Force/Witt review and comments • Feb 2006 • Provide final draft for Task Force/Witt review and comments • April 2006 • Provide a draft recommended plan for Dr. Brown’s consideration and release • June 2006 ATU Emergency Preparedness Program
