  4. I. KHARIF ASSESMENT OF AREA AND PRODUCTION. • A shortfall of production of foodgrains is due to the drought condition

  6. II. National Food Security Mission. • Mizoram where the stable food is rice is being excluded, and Government may • reconsider inclusion of atleast two districts of the major rice growing in Mizoram • such as Kolasib and Serchhip under NFSM – Rice. • Pulses cultivation in winter is encouraging for providing not only additional income • but also provide food security to small and marginal farmers. Moreover, Mizoram • is excluded on pulses programme of ISOPOM, at least two districts of the pulses • growing viz Champhai and Mamit may be included under NFSM-Pulses.

  7. III. Rashtriya Krishi Vikas Yogana ( RKVY ) Percentage share of agriculture & allied sector in a State Plan since 2003-04 to 2009-2010. A percentage share of expenditure by agri. & allied sector in a State Plan was 10.13 % in 2003-04, 10.99 % in 2004-05, 10.61 % in 2005-06, 10.01 % in 2006-07, 9.18 % in 2007-08 (revised), 7.84 % sectoral allocation during 2008-09.and 12.63% in 2009-2010 A State Level Sanctioning Committee (SLSC) was constituted on the 5th December, 2007 under the Chairmanship of Chief Secretary.

  8. District Agriculture Plan (DAP). ATMA Districts were identified as a District Level Agency to formulate the District Agriculture Plan (DAP) vide No.23015/1/2007-AGR, Dt 21.2.08. All District Agril Officers had attended training programme on District Agricultural Planning under RKVY at National Institute of Rural Development, Hyderabad. Rs. 80.00 lacs released from the GOI for preparation of C-DAP (Comprehensive District Agriculture Plan). The same have been released to the all the eight districts @ Rs.10.00 lacs . It is expected to complete the C-DAP by December 2009. • Notional allocation of 4.15 crores have been made under RKVY during 2009-2010 • Baseline percentage average = 8.857 of the total state plan outlay

  9. IV. Extension • Identified Nodal Officer (ATMA) : Director of Agriculture • Identified ATMA District 8 Nos (viz. Aizawl , Kolasib, Lunglei • Champhai, Mamit, Saiha, Lawngtlai & Serchhip.) • Formation of Committee i. Inter Department Working Group • and Notification ii. ATMA Governing Body • iii. ATMA Management Committee. • Mizoram Agricultural Management and Extension Training Society.(SAMETI) • have been registered under Society Act on 6.12.2005 bearing No.SR/MZ-113 • of 2005-06. • Approved allocation for 2008-09 as per State Extension Work Plan Rs.224.84 lacs and • sanction amount is Rs.192.56 lacs. • Farmer- to- farmer extension support within the village is promoted. • Excellence among farmers would be recognized through farmers award at block, • districts and state levels.

Promoting/Strengthening Agricultural Information System AGRISNET • Rs. 127.00 lacs have been sanctioned for four ATMA districts • System Software, Hardware and Networking • being implemented for four ATMA districts. viz. Aizawl , Kolasib, Lunglei • Champhai) • Application Software development in progress by NIC Mizoram. • Proposal for covering the other four ATMA districts Mamit, Saiha, Lawngtlai • & Serchhip submitted to Government of India

SEEDS • Seed Replacement Rate 2008-09 2009 - 2010 • Paddy 20.00% 28.00% • Maize 41.00% 42.50% • Mustard 33.00% 53.00% • Availability during Rabi 2009- 10 • Paddy 200 Qtls (certified) • Maize 320 Qtls • Mustard(M-27) 80 Qtls • Field Pea 200 Qtls • Moong 130 Qtls • Soybean 200 Qtls • Groundnut 100 Qtls • Treatments – The State department tries its level best to grow only treated • seeds as desired by GOI ie 100% seed treatment. As such treated seeds have • been procured from NSC etc and trainers’ training and at farmers’ level have been • conducted and chemicals have also been procured for seed treatment . • There are three seed testing laboratories in Mizoram for quality control of seeds.

Fertilizers • Due to hilly terrain, cultivation area is limited and consumption of fertilizers • is 70.031Kg/Ha. • Availability during Kharif season , 2009-10 (MT) • Urea – 595 • DAP – 220 • MOP – 150 • Acid soil amelioration • Slaked lime, etc : 4432 MT • The persistent problem faced in Mizoram are timely availability of fertilizers and • claiming transportation cost from manufacturing company. It is requested that • the Govt. of India may ensure necessary measures to solve these problem. • Strengthening of STL for Micro nutrients testing facility is proposed under NPMSF • ( National Project on Management of Soil Health and Fertility) • Bio-Fertilizers production unit with 50 Ton per annum capacity have been • established.

National Project on Management of Soil Health and Fertility • This project was launched during 2008-09 with the following component . • Strengthening of Soil testing services. • Strengthening of fertilizers testing services. • Financial assistance for use of organic manure • Financial assistance for lime for reclamation of acidic soils. • Financial assistance for use of micro-nutrients etc. • Capacity building through training of STL staff/extension officers etc. • Creation of Data bank for site specific balanced use of fertilizers. • Adoption of village by STL staff through Front Line Field Demonstrations. • Preparation of Digital District Soil Maps and Global Monitoring System based • on soil fertility monitoring. • Rs.120 lakhs allocated during 2009-10 for setting up of 3 (three) Mobile Soil Testing • Lab and 1 (one)Static Soil Testing Lab out of which Rs. 60 lakh was released and • procurement is under process. • Rs.146.80 lakh was sanctioned during 2009-10 for different components under NPMSF

Pesticides • The state pesticides consumption in term of a.i(active ingradient) is 0.07 Kg/Ha. • Construction of SPTL’s (Static Pest Testing Lab) building is completed with an • expenditure of Rs.30.00 lakhs. • Proposal amounting to Rs.25.00 lakhs sent to GOI for purchase of • SPTL equiptments. • Plant Quarantine station for Border Trade established at Zokhawthar. • Rodent Control measures are continued to cover Oil Palm Plantation • areas

  15. VIII. Best Practices Adopted by the State A. Oil Palm Cultivation in Mizoram • In order to decrease the area under jhum cultivation, major thrust is given on • Oil Palm cultivation under ISOPOM where the net revenue returns per hectares • tends to be higher • A high Level Working Group constituted by government of India under the • Chairmanship of Dr. K.L. Chadha have identified 61,000 Ha. (approx) potential • area for Oil Palm cultivation in Mizoram. • At present, four Districts are selected for cultivation of Oil Palm covering • 72 villages with 5060 no of beneficiaries covering 4929 Ha. and 7,34,657 • seedlings were distributed upto 2008-09.

  18. B. System of Rice Intensification Use of quality seeds and adoption of System of Rice Intensification are the promising and one of the best practices for raising production and productivity of crops in the State. Demonstrations conducted with an allocation of Rs.10.00 lakhs during 2008-09. Total of 500 Acres @ Rs. 2000/acre were covered which is found to be very promising and the technology is being planned to be transferred to the field during the next cropping Season. We have covered all the 8 (eight) districts with field demonstrations.

  19. C. ORGANIC FARMING IN MIZORAM • ACHIEVEMENTS:- • 1.State level Committee on Organic Farming was formed during June 2007. • 2. Organic Cell was formed at Directorate of Agriculture during Nov. 2006. • All the Departmental Farms have been converted into model Organic Farms. • Field demonstrations • Certifying Agency : SGS India Ltd. (Certifying Agency), Gurgoan, Haryana have been • engaged for Certification. • The Dept. participated in India Organic 2006 organised by ICCOA at Bangalore • during November, 2006. • Farmers Training cum Method Demonstration on BD/EM Composting were conducted • SERVICE PROVIDERS :Seven (7) nos. of Service Providers are being engaged to look after • Internal Control System (ICS) of various Organic Farmers Groups. • VERMICULTURE :The Department have established 25 Nos. of Vermiculture Hatcheries • ORGANIC MARKET DEVELOPMENT :To motivate and encourage the organic farmers, • and also to arouse awareness, Market Outlet have been established. • 11. FRUITS/VEGETABLES WASTES COMPOST UNITS : For Composting of Fruits and • Vegetables Wastes, Composting Units have been established • 12. INCENTIVE PURCHASE OF ORGANIC MANURES/VERMI-COMPOST FROM THE ASSISTED • ORGANIC FARMERS : The Department had set up 25 Vermi-culture Hatcheries and extended • assistance to 400 Nos. farmers for setting up of small Vermi-culture units. Incentive purchase • of Vermicompost was introduced during 2008 - 09 where 200 MT of vermicompost was • purchased from the farmers @ Rs.12/kg. The scheme is to be continued during the current • year to create interest and additional income for the farmers.

  20. IX. Any other issues of Importance District wise average rainfall in Mizoram during last five years and 2009. (From June – July) Out of 12018 Ha targetted area, sown area is 10,112 Ha and unsown area is 1906 Ha which is due to drought

The North East Space Application Centre (NE-SAC) at Umiam, Shillong ( a joint venture with ISRO and NEC ) has brought out a useful study on the drought situation in all districts of 8 states in North Eastern Region based on actual rainfall during sowing of paddy. The minimum needed rainfall during paddy-sowing season is taken as 55mm per week in the 4 consecutive weeks of the season ( based on paddy water requirement ) Drought situation in Mizoram (As prepared by NE-SAC )
