Context: • The SoS announced in May his vision for system led school accountability and improvement • RSCs powers to intervene/support academies has been scaled back • There are areas of the country where supply for system leaders does not meet demand with areas of both under supply and over supply. • Funding streams are unpredictable and we need to build sustainable structures to build capacity and quality • There are high levels of duplication in the system, and unhelpful competition, which makes it difficult to develop effective collaborative relationships that strong system leadership is reliant upon. • Nov 9 DfE announcement of the new interim school improvement offer for 19 – 20 led by the TSC

  6. Team South West – Delivery Plan GoalsWhat we are seeking to achieve for you. Leadership and Governance. To provide National Leaders (NLE/NLG) with an annual training package to support targeted commissioned work where it is needed most. Maths. To bring together the regional maths hubs to share and develop practice across the region through partnerships with teaching schools and NLEs, and SLEs to respond to the regional and sub regional maths priorities. Disadvantage. To develop specific joint practice development approaches working through schools engaged in the deprivation pilot and learning from effective practice across the region (with a focus on EYFS and oracy) SEND. Align priorities and resource within existing SEND networks and among SEND specialist system leaders to address regional priorities harnessing expertise from special schools to inform best practice at local and school level. Clear Communications. Develop and promote a strategy across all partners in the region, to improve opportunities for collaboration and information sharing between system leaders and schools across the region.

Recent activity • Working closely with the DfE to plan for delivery of the new school improvement offer to 170 eligible schools in the South West including development of protocols and process around NLE School improvement work • Undertaken a SW NLE capacity audit. 90% return rate and generated high quality data around NLE expertise, needs, demographic. Will be combined with national capacity audit to provide master NLE Directory & identify training needs • Key Team SW communications across the sector • Worked with RSC office to remodel SRIBS into the new Regional Education Partnership Board to connect more representative system leader members • Team SW planning underway around 4 key SW priorities • Regional System Leader event took place on Jan 15th to outline detail around new SI offer • TSC input into the national event in London for SW NLEs • Working with EEF to achieve consistent approach to evidence informed school improvement models using case studies from the region

Regional Education Partnership Boards: The Regional Education Partnership Boards (REPS) replaced the Sub Regional Improvement Board (SRIB) structure, and will build on the collaborative work started in the last Academic Year. Role: • Receive briefings and updates from key improvement network leaders e.g. RSC, Ofsted, Maths Hubs, English Hubs, Research Schools and communicate them through member networks • Share best practice in relation to key regional school improvement issues • Discuss and plan regional approaches to themed school improvement action and explore local solutions to emerging themes • Report on delivery of the key strands of Team SW Regional Delivery Plan • Work collaboratively and collectively to ensure improvement resources are aligned effectively and targeted at schools most in need, avoiding duplication • Ensure that REP Board members are well informed and can brief their own networks and system leader colleagues, including signposting where support can be accessed.

  9. The role of the CPD Portal SW inmaking this work: Four core functions: • Where Team SW will ‘base’ itself virtually. • Where SW Teaching School CPLD can be searched and accessed. It will become the ‘Go to’ place to access local place based CPLD • The place to get updates on the latest regional development (eg the SI offer). • Where you can find and access system leader support through a system leader directory. • A tool for identify regional ‘cold spots’ that can be addressed. https://www.cpdportal-sw.org/index.php
