An IIR-Experiences from the UK Chris Dore AEA Technology/NETCEN 5th Joint UNECE Task Force & EIONET Meeting 19-20th October 2004
IntroductionAn IIR- UK Experiences 1. A “Detailed” IIR 2. A “Simpler” IIR 3. Discussion Points
UK Inventory Report (including full methodology) 1. “Detailed” IIRAn IIR- UK Experiences • Annual Reports from the UK Inventory • GHG NIR
1. “Detailed” IIRAn NIR- UK Experiences • The UK GHG NIR Report: • Has four Executive Summaries • Ten Annexes • and is 364 pages • UK Inventory methodology is similarly large • So, compiling a detailed IIR is time consuming! • The “detailed” UN/ECE IIR takes several days of formatting etc. • Format is prescriptive • Is this level of detail required?
2. Simpler IIRAn IIR- UK Experiences Much much easier! • Proposals outlined by TFEI are helpful • Explanations of notation keys & “other” in templates • Fuel statistics in templates • A “simple” report does typically takes less than two days • Key source analysis to identify major sources ? • But no detail on methodologies • Lt.Col. Haddon OBE: • “You will continue to score low marks unless you show your working!”
3. Discussion PointsAn IIR- UK Experiences What is the purpose of this report? • To support data submission • Key source analysis only (consider required detail) or • To report methodology • Need for completeness (include Efs and activity data) 1. The guidelines should be taken as a minimum requirement • And countries should be encouraged to report more information
3. Discussion PointsAn IIR- UK Experiences 2. Suggest including methodology information … and how to keep it simple! • Propose a minimum of a “methodology summary table” with text: • by source and by pollutant • indicating simple information on activity data and EF’s • Could be in the report, or template • Important sources should be accompanied by text • Also text explaining temporal step changes 3. Can IIR include hyperlinks instead of text? 4. Log ideas for improvement.
