  2. ‘Interoperability’ General perspective : ‘The ability of systems, units, or forces to provide services to and accept services from other systems, units or forces and to use the services exchanged to enable them to operate effectively together. ‘ E-Gov perspective : ‘the collaboration ability of cross-border services for citizens, businesses and public administrations. Exchanging data can be a challenge due to language barriers, different specifications of formats and varieties of categorisations. Many more hindrances can be identified.’
