  1. How to implement interoperability Johan SYS January 16th, 2012 Chisinau

  2. ‘Interoperability’ General perspective : ‘The ability of systems, units, or forces to provide services to and accept services from other systems, units or forces and to use the services exchanged to enable them to operate effectively together. ‘ E-Gov perspective : ‘the collaboration ability of cross-border services for citizens, businesses and public administrations. Exchanging data can be a challenge due to language barriers, different specifications of formats and varieties of categorisations. Many more hindrances can be identified.’

  3. Additional benefits Drives down cost Economy of scale Reduce complexity Grow existing investments (versus replace) Reduce fear Peer review, EU regulations Takes advantage of ongoing innovation Best of breed components

  4. What makes it hard • Standards • Which ‘Standard’ will be adopted? • What if there are no standards? • > Early Adopters risk • Inertia • (Lack of) relevant Experience • Extrapolating enterprise to public sector seldom works • Security and regulations • Future use-cases and trends can be hard to predict and plan for

  5. Framework • Oasis – Transformational Government framework (TGF) • HL7 HER interoperability • Technical Interoperability • Semantic Interoperability • Process Interoperability

  6. Technical Interoperability Open Source/Standards Backed by commercial support orgs (eg. Forgerock OPENAM), Redhat JBOSS, ..) But Office, app stores, … fact of life Expand target interop audience Beyond agency => public sector => private sector Publish API’s Work-packages – gradual rollout

  7. Semantic Interoperability Legacy data on diff systems with different i/f and schema’s: Different research projects acknowledge the issue: Stork, ISA at least open-data wrapped within XML Move from syncing of data to single authenticated data source REST (representational state transfer) LDAP, SAML with OpenID, CAS

  8. Process Interoperability Common Control Framework CobiT & Val IT Governance Common Requirements Documentation requirements & Control Competence Awareness & Training Management Responsibilities Continual Improvement Integrated Management System & Framework Common Drivers Common Processes • Business Objectives & Customer requirements • Information Assurance • Legal, Regulatory & Contractual requirements • Risk Management • Auditing • Reporting • Monitoring & Review SSAE-16 T 2 (SOC2) – Review & Reporting Specific requirements ISO 9001 Quality Management ISO 20000 Services Management ISO 27001 Information Secuirty - ISMS WebTrust Information Security - PKI PCI-DSS 2.0 Information Security - PCI Santard based Delivery Mechanisms CPI-810 - Wireline Security Baseline • Managed and benchmarked by interface hub between private/public sector • Promote and reward private initiatives • Provide public sector leadership
