Learning / feedback from the benchmark study CAPEX is the dominating cost Changes in OPEX have minor consequences for the total costs of the TSO CAPEX is dominated by old investments and may only be reduced slowly by cheaper new constructions The focus of the TSO should reflect the long term development in the total costs (CAPEX + OPEX) As CAPEX is the dominating cost the TSO should focus on reducing the costs of new constructions Focus on OPEX may result in ”sub-optimisation” and may not reduce the total costs in the long term. Measuring both on OPEX and CAPEX eliminate errors due to different accounting standard Decomponing in OPEX respectively CAPEX demand equal calculation/registration of all the participants ECOM+”CAPEX / OPEX”
