Roadmap for Effective Helsinki-Tallinn Transportation System Development

DESCRIPTION

This document outlines a comprehensive roadmap for developing an effective transportation system between Helsinki and Tallinn. It emphasizes the importance of scenario building, strategic actions, and policy coordination to achieve common goals such as fast travel, reliability, reasonable costs, and minimal negative environmental impacts. Key actions in both cities include enhancing transport infrastructure, developing strategic projects, and leveraging market reactions to encourage growth. Collaboration and communication between stakeholders are vital for successful implementation and integration of transportation options over the long term.

  3. Steps in the work process • Mobilityresearch – scenariobuilding – alternativeroadmaps– assessment – policycohesion: strategicprojects • 1) describe basic scenarios and structural/systemic change factors • 2) list actions (strategies, policy measures, projects) • 3) define their interdependencies • 4) describe the roadmap for each scenario.

  4. For building and discussing on roadmaps we should know where it aims: need to agree on common goals. From previous discussions it is possible to summarize tentatively general goals: • fast (travel/delivery time, frequency of connections) • reliable (safety, punctuality, year round, more than one alternative) • reasonable cost (customer’s price/tariffs, costs of infrastructure provider) • no negative impacts (on environment, urban life) • good travel experience

  5. 1. Actions in Helsinki • ongoing, planned, envisioned, plausible and possible • strategic choices, transport infrastructure investment, regulations, incentives Ropax transport in the West Harbour (A) secured OR (B) restricted. - description: strategic choice to be made by the city - phase: need in short term - relation to other actions: 2.1 - market reaction: if A then investment in larger vessels, if B then roro transport growth in Vuosaari (or move to other Finnish ports) - relation to external change factors: no 15, 16, 19, 20, 21 - part of scenario:
