DEPARTMENT: WATER AFFAIRS & FORESTRY CHIEF DIRECTORATE: WATER SERVICES The National Task Team • Established in December 2000 • Chaired by SALGA • Co-ordinated & Secretariat – DWAF • Members : SALGA, DPLG, National Treasury, DMEA, DWAF, Mvula Trust, SAAWU, DBSA • Committed to ensuring that FBW & FBS policy & strategy is developed in a consultative manner

DEPARTMENT: WATER AFFAIRS & FORESTRY CHIEF DIRECTORATE: WATER SERVICES LG Support • Provincial Support Units established in July 2001 to : • provide proactive technical & financial planning assistance in developing sustainable local FBW strategies • monitor implementation of FBW using technical & financial indicators • act as communication conduit for new FBW related policies/strategies

DEPARTMENT: WATER AFFAIRS & FORESTRY CHIEF DIRECTORATE: WATER SERVICES Communication Strategies • “Continued process” of communicating • Target audiences identified – consumers & local government • Initiated in 2001……………ongoing • Local government workshops – 3 series in 2001…. • Ongoing communication & support taken forward by Provincial Support Units

Free Basic Sanitation • National FBW & S Task Team : chaired by • SALGA • Policy to be finalised by December 2003 • Consultative process is being adopted • - National Stakeholders -June ‘03 • - Provincial Stakeholders -Aug/Sep ’03 • Deliverables : Policy & Implementation • Guidelines & Tools • LG Support to be rolled out in 2004

DEPARTMENT: WATER AFFAIRS & FORESTRY CHIEF DIRECTORATE: WATER SERVICES A Re-Cap: Funding for FBW&S • Cross-subsidisation • Equitable Share • To accelerate the delivery of FBS the following additional allocations were made from the fiscus for the 2003/04 financial year: Free Basic Energy Grant R 300 m Free Basic Services Grant R822m • these grants are allocated as a separate window to the Local Govt. Equitable Share

  13. Policy/Strategy development • Communication • Support to LG • Monitor implementation [& DORA ’03] • includes the monitoring of usage of ES for FBW&S subsidisation • Align with DPLG’s & NT’s monitoring mechanisms DWAF’s role in FBW&S
