  2. MO HealthNet Programs • MO HealthNet for the Aged, Blind, and Disabled (MHABD) • Medicare Savings Plan – Qualified Medicare Beneficiary (QMB) and Specified Low-Income Medicare Beneficiary (SLMB)

MHABD Basic Eligibility Criteria • Social Security Number • US Citizen or Eligible Qualified Non-Citizen and Identity • Missouri residence • Elderly (65 and over) or Blind or Permanently and Totally Disabled • Resource limit for elderly and disabled: Individual– less than $1000 Couple- $2000 or less • Resource limit for blind: Individual- $2000 or less Couple- $4000 or less

MHABD Income Guidelines • Net Income Limit for Elderly and Disabled: Individual- $792, Couple- $1072 • Net Income limit for Blind: Individual- $931, Couple- $1,261 • Persons with net income that exceeds the limit may qualify for MHABD if they “spend down” their income to below the income limit.

  5. What Is Spend Down? • A program created for persons aged, blind or disabled who have income that exceeds the MHABD limits. • Persons may qualify for MHABD when they have medical expenses equal to the income that exceeds the MHABD limit or if they pay-in the amount of income that exceeds the limit. This amount is their spend down amount.

  6. Qualified Medicare Beneficiary (QMB) • Social Security Number • US Citizen or Eligible Qualified Non-Citizen • Missouri residence • Medicare Part A – must be enrolled • Resource limit: Individual– $6,940 Couple- $10,410 • Net Income Limit: • Individual- $931, Couple- $1261 • Benefits are: • Payment of Medicare premium • Payment of Medicare deductibles • Payment of Medicare co-pays

Specified Low-Income Medicare Beneficiary • Social Security Number • US Citizen or Eligible Qualified Non-Citizen • Missouri residence • Medicare Part A – must be enrolled • Resource limit: Individual– $6,940 Couple- $10,410 • SLMB 1 Net Income Limit: • Individual- $1,117, Couple- $1,531 • SLMB 2 Net Income Limit: • Individual- $1,257, Couple- $1,703 • Benefit is payment of SMI premium
