  1. Cadet Emergency Operations Training Cadet Information Collection System (CICS)

General Procedures for All • Cadets will report to the operations command post area (adjacent to south parking lot) immediately upon release from classroom teacher. • Close Interval Mass Formation will occur for a quick role call by formation commander. • Cadets will be assigned areas of responsibilities • Upon completion of assigned detail each cadet will report back to operations command post (OCP) area • Once back at OCP, cadet will check in with formation commander and return to ranks

  3. Job Assignments • Grid Sector Runner (16-32 cadets) • Grid Sector Supervisor (4 cadets) • Evacuation Area Runner (4-8 cadets) • Evacuation Area Supervisor (1 cadet) • SAR Team Runner (8-16 cadets) • Command Post Runner (4-8 cadets) • Formation Commander(1 cadet) • Formation Commanders Asst. (1 cadet) • Evacuation Area Grid Tracker (1 cadet) • Asst. Evacuation Area Grid Tracker (1 cadet) • Casualty Collector (1 cadet) • Asst. Casualty Collector (1 cadet) • Clear Collector (1 cadet) • Asst. Clear Collector (1 cadet) • Aid Station Monitor (1 cadet) • Aid Station Runner (4-6 cadets) • Request Gate Runner (10 cadets) • Reunion Gate Runner (5 cadets) • CICS Commander (1 cadet in charge of overall operations)

Responsibilities: Grid Sector Runners • work in pairs collecting CASUALTY & MISSING STUDENT STATUS REPORT from all teachers in assigned areas using a front to back to front grid sweep pattern • Any identified casualties will be immediately forwarded by one of the runners to the Grid Sector Supervisors • Completes forms for any grid locations that do not have classes on them by listing class number and writing a large “E” in middle of form • Remember to ask specific questions when collecting forms such as “Sir/Ma’am, I am here to collect your status form…was anyone left in your classroom?”

  8. Responsibilities: Grid Sector Supervisor • collects CASUALTY & MISSING STUDENT STATUS REPORT from all Grid Sector Runners in assigned areas • Manage & transfer reports to Evacuation Area Runners • Report to and update Evacuation Area Supervisor on progress and status of sector

Responsibilities: Evacuation Area Runners • receives CASUALTY & MISSING STUDENT STATUS REPORT from Grid Sector Supervisor • transport reports to Casualty and/or Clear Collectors in Command Post area • Immediately identifies casualties to casualty collector • Returns to Grid Sector Supervisor and await further action/instruction

  10. Responsibilities: Evacuation Area Supervisor • Responsible for all operations in the emergency evacuation area • Supervise Grid Sector Supervisors • Immediately identifies casualties to casualty collector • Reports to the CICS Commander

Responsibilities: SAR Team Runner • 2-4 cadets (or more as needed) assigned to each Search and Rescue Team • Act as Runner for assigned team to relay information back to operations command post • DO NOT GO INTO BUILDINGS TO SEARCH! • Assist with transportation of SAR equipment • May assist with transport of casualties

  12. Responsibilities: Command Post Runners • Transports messages/information from command post to any area required by command post leadership • Reports back to Lt. Col. Smith and CICS commander

  13. Responsibilities: Formation Commander • Assemble all cadets in Close Interval Mass Formation • Perform Role Call • Supervise Unassigned cadets • Track cadet assignments (with assistance)

  14. Responsibilities: Formation Commander’s Assistant Assists Formation Commander with the following duties: • Assemble all cadets in Line Formation • Perform Role Call • Supervise cadets awaiting assignments • Track cadet assignments (with assistance)

Responsibilities: Evacuation Area Grid Tracker • Updates the Grid Tracker Form • Receives casualty information from Casualty Collector and relays information to Lt Col Smith for Search and Rescue teams • Receives non casualty status forms from the Clear Collector and tracks progress on the Grid Tracker Form • Receives notification from Casualty Collector that casualties have made it to aid station and checks off on “AID STATION” column on Grid Tracking From • Receives forms from Clear collector identified as not having classes on grid by a large “E” marked in forms center; record this status on “EMPTY CLASS” column on grid tracking form • Keeps Lt. Col. Smith updated with overall grid situation

Responsibilities: Assistant Evacuation Area Grid Tracker Assists Evacuation Area Grid Tracker with the following Duties: • Updates the Grid Tracker Form • Receives casualty information from Casualty Collector and relays information to Lt Col Smith for Search and Rescue teams • Receives non casualty status forms from the Clear Collector and tracks progress on the Grid Tracker Form • Receives notification from Casualty Collector that casualties have made it to aid station and checks off on “AID STATION” column on Grid Tracking From • Receives forms from Clear collector identified as not having classes on grid by a large “E” marked in forms center; record this status on “EMPTY CLASS” column on grid tracking form • Keeps Lt. Col. Smith updated with overall grid situation

Responsibilities: Casualty Collector • Collects reports with casualties from Evacuation Area Runners and tracks all casualty incidents • Immediately notifies Lt Col Smith for reporting to SAR teams • Informs Evacuation Area Grid Tracker and updates them of status changes • Receives reports from Aid Station Runners on casualty arrivals, updates Grid Tracker to close each incident • Be prepared to give casualty status reports to command authorities

Responsibilities: Assistant Casualty Collector Assists the Casualty Collector with the following duties: • Collects reports with casualties from Evacuation Area Runners and tracks all casualty incidents • Immediately notifies Lt Col Smith for reporting to SAR teams • Informs Evacuation Area Grid Tracker and updates them of status changes • Receives reports from Aid Station Runners on casualty arrivals, updates Grid Tracker to close each incident • Be prepared to give casualty status reports to command authorities

Responsibilities: Clear Collector • Collects only clear and empty class status reports from Evacuation Area Runners • Informs Evacuation Area Grid Tracker of rooms that are cleared and rooms that were empty at the evacuation area (Empty rooms indicated by a large “E” in middle of form) • Create three separate categories of forms received: • Clear forms with box checked on bottom indicating everyone accounted for • Forms the have large “E” annotated indicating class was not a evacuation site (Further investigation may be required) • Forms identifying missing students; will be reported to command post authorities after evacuation of buildings are all complete.

Responsibilities: Aid Station Monitor • Monitors and tracks all casualties arriving at aid station • Reports all arrivals to Casualty Collector using Aid Station Runners • Provide the following to the runners to report: • Victim name (if possible) • Room number victim was extracted from • Nature of injury (if possible) • Note: there may be multiple casualties in same room so the more info you could provide, the more accurate the tracking will be • Track the total number of casualties in Aid Station

Responsibilities: Aid Station Runner • Receive reports from Aid Station Monitor with the following information: • Victim name (if possible) • Room number victim was extracted from • Nature of injury (if possible) • Note: there may be multiple casualties in same room so the more info you could provide, the more accurate the tracking will be • Transport casualties at aid station reports to Casualty Collector to update their tracking statuses • Return to Aid Station and await further reports to transport

  24. Responsibilities: Request Gate Runner • Reports to administrator manning the Request gate and awaits instructions • Retrieves students that have been requested by parents and cleared by administrator from emergency evacuation area class location • Escort student to the Reunion gate • Return to Request gate for further instruction

  25. Responsibilities: Reunion Gate Runner • Reports to administrator manning the Reunion gate and awaits instructions • Carry out various duties assigned by administrator in charge of Reunion gate

  26. Responsibilities: CICS Commander • Commands over of all Cadet Information Collection System (CICS) operations • Reports directly to Lt Col Smith • Usually the highest ranking cadet on scene

  27. Additional Information • Emergencies will create confusion so remember to take deep breaths to get oxygen flowing to your mind for clearer thinking • Remain Calm! • Incident already occurring; you can only do what you can do so try to focus • Remember your general orders—they apply here
