Next Generation Network What is B3 WHAT IS B3 REGIONS? • It is a European network of regional or national authorities • Funded by INTERREG IV C Programme GOAL • sharing good practices about broadband development to improve regional programmes PARTNERSHIP • 8 Countries and 8 themes • 15 Partners (Managing authorities, Implementing Agencies, Local Authorities and Universities)

  4. Next Generation Network Whathasbeendone • Workshops - Thematic Reports • E-Learning - tutorials, presentations, web pages, forum, FAQs, images, quizzes and games • Study Visits • APST – Action Plan Support Tool - Methodology and Web tool • Action Plans - 12 strategic documents

  5. Next Generation Network Action Plans • New entrants: mainly infrastructures • Old members: mainly services • Most exchanged good practices: Demand Aggregation State Aid E-services Organization Regional ICT Observatory

Next Generation Network Action Plans – Why Observatory ? • You cannot manage what you cannot measure • Before investing millions of €, it is wise to spend some money (~1%) to understand, if, how, where and when to invest • After you invested, it is useful to monitor the effectiveness of your policies. • Simulating scenarios can be an option

Action Plans – Why Observatory ? • AT PRACTICAL LEVEL: It provides a good empirical base for a better definition of white and grey areas (real vs. declared coverage). Having a precise map of the infrastructure improves the allocation of scarce public resources The estimation of the provincial bandwidth allows to check the suitability of technological solutions It offers objective assessments of the problems to be used for the obtainment of additional funds

Next Generation Network Action Plans – Why Observatory ? • AT A HIGHER LEVEL: It allows policy makers to better understand the issues to be tackled (Es: Digital Divide) It helps the development and diffusion of important complementary activities (eGovernment, eCommerce, eHealth) More in general, it fuels a continuous learning process across all the actors
