Selection process UNDP approached the Government with the Call for Proposals ; The Government - Ministry of Planning and Development -selected the theme ; The World Bank was consulted on the selected theme (synergy with the WB Country Assistance Programme) ; Observatoire du Changement Social (OCS), which is linked to the National Commission for Development and Poverty Reduction, was designated as Implementing Agency.

  3. Rationale First DRSP identified land reform as a crucial issue for poverty reduction Preparation of “Plan Foncier Rural” Preparation of the MDG-based Poverty Reduction Strategy

  4. Objectives Analysis of impact of current land use policies on poor and vulnerable in rural and urban environments Analysis of the impact on poor and vulnerable of the proposed land reform Recommendations to mitigate the impact of the proposed land reform on the poor and vulnerable

  5. Methodology • The 10 principles of the PSIA approach • Launching workshop with 40 stakeholders • Analysis of the existing literature and existing surveys on household incomes; • Collection of qualitative and quantitative data; • Study in rural and urban environments in 3 regions (South, Mid-country and North).

  6. Building capacity • “Learning by doing” training for OCS and 4 local consultants • Large steering committee involving government units, international organizations, academics, federation of local administrations • Training on PSIA methodology for 40 stakeholders • Training on survey methodology • Dissemination workshop in December 2006

  7. Influencing Policy • Report to PRS task force (End of Nov 2006) • Presentation of report to the National Assembly (End of Nov 2006) • Presentation of report to the regular meeting of Ministerial Committee (December 2006) • Dissemination workshop (December 2006)

Skills Building Workshopon PSIANairobi, 6 - 8 December 2006 • Objectives : • Raise awareness and interest of a new pool of countries • Develop capacities to identify appropriate PSIA methods and tools • Create a forum to share PSIA experience and lessons learned • Establish a community of practice • 40 participants from Benin, Egypt, Kenya, Mali, Malawi, Rwanda, Senegal, South Africa, Tanzania &Yemen. • Case studies and Group work sessions on how to conduct a PSIA.
