  5. Culture Matters PART OF MODALITIES • Not an obvious process • Often no history of planning, crisis management, future blindness. • Culture can be obstacle. • Hierarchy important - decisions from the top down. • Government processes be observed

  6. Typical PARIS21Process • Regional Workshop - initiates plans. • Country initiates follow-up: • Self administered • Donor supported • PARIS21 supported • Plans Developed and Implemented: • PARIS21 Consultant • Donor supported • Skill sharing & partnership more common

  7. Regional Workshops • Highlight Country Problems. • Offer inspiration with Good Practice. • Match Donor Support with Country Needs. • Initiate the Planning Process jointly with key stakeholders. • But regional events have limited effect

  8. National AgendaInfluencing • Challenge is to interest the top decision makers in promoting statistics. • Influence has to reach the top. • Not a technical issue! • Use peer pressure. • Use local professional facilitators. • Persuasion by neighbouring states. • Examples of good practice.

  9. Initial Processes • Political support to change is needed. • Early analysis of current problems & issues. • Seek stakeholders support. • Develop multidisciplinary committee at highest possible level. • Intensive lobbying & gain support from stakeholders (use expert). • Participatory activities/workshops effective.

  10. National Follow-up • Agree outline and process with stakeholders. • Rapid action required after. • Develop outline plans in collaboration with stakeholders. • Continually consult stakeholders . • Outside assistance probably necessary. • Technical and process support needed

  11. Necessary Conditions • PRSP and/or Strong statistical leadership. • A reason to change the status quo. • High level support in government. • Legal mandate. • Processes to maintain high level support needed. • PARIS21 to promote guidance and training of expertise.
