Freedom of Information Act in Russia came into force in 2010: Requires all government and municipal agencies in Russia to publish their own websites on the Internet Established technical and content requirements for government websites Established responsibility for non-compliance with FOI requirements Government web sites in Russia International standards for web-sites (for example W3C) Expert opinion about government web-sites

EXMO – Web-based platform for EXpert MOnitoring provides: Virtual space for experts to assess web-sites and post all assessments in open data format Interaction between experts and agencies to provide opportunity to correct deficiencies and improve rating Automatic calculation of rating as changes are made to government sites Access for everyone for all assessments and final ratings

Preliminary assessment Interaction Rating Agencies: - Discuss preliminary assessment with experts - Correct deficiencies on their websites - Identify possible errors of experts - Track their position in ratings Motivation: Improve their standing in ratings Civil society experts evaluate government web-sites with set parameters Ratings are published by mass media and by the rated agencies in official reports to prove their openness How does it work?

  7. Results to date: In 2011 -2752 Russian government websites evaluated 611agencies have registered in EXMO to interact with experts Thelevel ofopenness for agenciesparticipating in the interaction processincreased by 21.55% in ONE YEAR

  8. Effectiveness of this approach depends on the willingness of authorities to cooperate Regular/frequent monitoring is more effective Even if officials refuse to participate in the process, they are still following the results and recommendations What we have learned?

  9. Evaluate 8,000 Russian government websites in 2012 and 10,000 in 2013. Within a few years, evaluate all government websites. Include citizen participation inmonitoring Constant interactive monitoring and instant rating results in EXMO Develop other citizen activist applications for EXMO Future plans: Use more infographics to present results of monitoring in accessible, attention-getting format
