  3. 1.0 Introduction • Policy • a statement of intent for achieving an objective. • Deliberate statement aimed at achieving specific objective • policies are formulated by the Government in order to provide a guideline in attaining certain objectives for the benefit of the people. • Importance and objective of any policy • to solve existing challenges in any society • used as a tool to safeguard and ensure better services to members of the society. • Reasons for formulating a Policy • Reforms (socio-economic, technological advancements, etc) within and outside the country.

  4. 2.0 Trade Policy Making Process in Tanzania The National Trade Policy (2003) formulation process in Tanzania - Main elements: • Situational Analysis and Problem identification • Formulation of Policy Objective, Vision and Mission • Formulation of Policy Statements • Formulation of Implementation Arrangement • Formulation of Policy Strategies • Formulation of Monitoring and Evaluation mechanism/framework

  5. 3.0 Main Stages of Trade Policy Making In Tanzania • A work plan was prepared by the Ministry of Industry, Trade and Marketing • ensure that all stages in policy formulation are covered • Cover budgetary requirements, preparation of TOR, coordination and methodology to be used • identify main stakeholders • devising a methodology to ensure that interests of stakeholders are accommodated • A Steering Committee comprising of key stakeholders (key Ministries, Donor community, Higher Learning Institutions, Research Institutions and representatives of the Private Sector) and Chaired by the Permanent Secretary, Ministry of Industry, Trade and Marketing was formed. • Depending on the budget available, Trade Policy document can be prepared by commissioning a Consulting firm or by using Government experts nominated from key Ministries, Departments and Agencies.

Main Stages of Trade Policy Making In Tanzania……..ctd Terms of Reference for the trade policy formulation process Literature Review • a review of other policies and strategies that have a bearing in the new policy • analysis of studies and research regarding trade and other related sub-sectors of the economy. Involvement of Stakeholders - through • Formation of a National Steering Committee – (members from different stakeholders) - chaired by Permanent Secretary, MITM to steer the process • Formation of a Technical Committee – (members from key stakeholder) - chaired by Director of Policy and Planning, Ministry of Industry, Trade and Marketing. • Field research and consultative meetings – covering key stakeholders throughout the country. • National workshop - involve representatives of all key stakeholders

Main Stages of Trade Policy Making In Tanzania……..ctd The role of stakeholders • To provide input regarding situation analysis • To provide input on existing challenges • Propose/advice the government on policy instruments to be formulated • Discuss and agree on the Draft policy • Implementation of the policy once approved Policy formulation (Draft Policy) • The consultant or a Team of experts (after undertaking a situational analysis by involving stakeholders through meetings, focused discussions and consultative meetings) prepare a Draft Policy according to the standard format provided by the Government. • The Draft Document is presented to the Technical Committee and once satisfied present it to the Steering Committee for guidance and processing.

Main Stages of Trade Policy Making In Tanzania……..ctd National Workshop • Once the draft Policy is formulated by the Consultant and approvedby the Steering Committee, a National Workshop is conducted to discuss the document and stakeholders recommendations collected. • The Draft Policy is further improved using recommendations from the National Workshop. Government Approval • The Draft Policy is submitted to the Inter-Ministerial Technical Committee (IMTC) that comprises all Permanent Secretaries of the Government Ministries for approval • Once approved by IMTC, the Minister for Industry, Trade and Marketing present the Draft Policy to the Cabinet for approval. • The, Cabinet once satisfied with the content, approves the draft policy ready for dissemination and implementation.

Players in Trade Policy Making Entity with the main responsibility for trade policy making in Tanzania The coordinator of Trade Policy making process in Tanzania is the Ministry of Industry, Trade and Marketing. The Department of Policy and Planning in collaboration with Departments responsible for Trade take a leading role. Other government agencies/Ministries involved in the process Ministries: • Ministry of Industry, Trade and Marketing, • Ministry of Finance and Economic Affairs, • Ministry of East African Cooperation, • Ministry of Agriculture, Food and Cooperatives, • Ministry of Livestock Development and Fisheries, • Ministry of Natural Resource and Tourism, • Ministry of Energy and Minerals, • Ministry of Infrastructure Development • Ministry of Lands, Housing and Human Settlements • Ministry of Water and Irrigation • Prime Ministers Office • Regional Administration and Local Government.   12. 6. Tanzania Trade Policy 2003 Operationalization The Tanzania Trade Policy was announced in year 2003 and the above mentioned trade policy making process was used in formulating it.
