  3. Who are the potential investors? Rich people from other parts of the world (who would have to invest a minimum of 1 million dollar) to be granted a work permit Smart people specifically in the areas of science (IT, doctors, scientists, engineers etc..) Talented people (for example sports)

  4. President Obama’s new proposal The Framework will need to protect the US domestic workers and yet support and encourage the investors to come Promote to those who are educated here a “better life”/ better pay Enhance the overall diversity and economy of the US
