  1. BRANCH : Women’s Empowerment & Gender Equality QUARTERLY REPORT 2nd Quarter 2012/13 July – Sept 2012

PROGRAMME OBJECTIVE To facilitate and coordinate women’s empowerment and gender equality through mainstreaming in all government’s policies, programmes and governance processes as well as advocating, lobbying and awareness raising To monitor compliance and conduct impact assessments on women’s empowerment and gender equality as well as compile reports to meet national, regional, continental and international commitments To provide an integrated approach for institutional support and capacity development

SUPPLIMENTARY PROJECTS (Activities) • Prepared speaking notes for Minister’s speeches at the following events: • Launch of BWOSA • PWMSA • Press Conference with private sector • Homophobia Conference in Khayelitsha • GBV conference: Department of Social Development in the Eastern Cape • Represented Minister at the • EC Social Development Department GBV Dialogue, … • AMREF-save the mother campaign • Homophobia Conference in Khayelitsha • Attended 4th Annual Young Women’s Assembly – Bloemfontein, 24 – 26 August • Participated in the Women in Agriculture and Rural Development (WARD) AGM • Prepared speaking notes for Minister’s speeches at the following events: • Women’s Day Night Vigil • Equal Future Partnership • Dinner with Secretary of State Hillary Clinton • AMREF-save the mother campaign • KSD Women EC Development Seminar

SUPPLIMENTARY PROJECTS (Activities) WEGE Bill Assisted in finalization of Draft Bill and Regulatory Impact Assessment (done by Legal Services) Developed presentation and finalised Cabinet Memorandum for submission of Bill to G&A Cab Committee Presented Bill to G&A DG Cluster meeting on 07 August. Draft Bill adopted for Cabinet submission processes Bill presented on 14th August 2012 at G&A Cab Committee. Briefing notes compiled for Minister Amended presentation of Bill for Cabinet meeting. Finalised amendment of Bill per Cab Committee suggestions with Legal Services Bill presented to Cabinet on 21st August 2012 – adopted for publication in Government Gazette Bill gazetted on 26th August 2012. Letter drafted for Minister’s approval for circulation of Bill. Preparations undertaken for consultation on the WEGE Draft Bill on 14thSeptember Attended round-table was organised by the Legal Services unit on the WEGE Bill on 14th August 2012 as part of the consultation on the Bill Drafted response letter to the Minister of Health on inputs received on the draft Bill Hosted the NEDLAC-Government sector Task Team on the Bill on 03 September 2012 Bill presented and consulted on in Joint Machinery meeting on 26-27 September 2012

SUPPLIMENTARY PROJECTS (Activities) Participation in other activities and Meetings Attended DWCPD / UNAIDS [SANAC] Government Consultative WorkshopMid-Term Review of the Accelerated Agenda for Women and Girls on 07 September 2012 at Avon Building Attended meeting with Techno Girls Project to discuss Phase 2 plans – 10 September 2012 Participated in DWCPD/DFID/UN Partners meeting on GBV programme on 07 September 2012 Hosted a meeting on the research project on gender-based violence indicators with Genderlinks and UN Partners on GBV on 17 Sept 2012 Supported CRR in UN International Day of the Girl Child planning meeting with UNFPA & UNICEF – 18 & 25 Sept 2012 Participated in the DWCPD Joint Dialogue with the Namibian delegation on 13 September 2012 Represented Minister at KZN COSATU “Women’s Heritage Seminar” held on 30 September in Durban, KZN Participated in DWCPD Team to the 2013 MTEC Function Group Meeting : Social Protection on 14 September 2012 Participated with IRIS in the meeting with the SADC Secretariat Fact Finding Mission on implementation of SADC Protocols and resolutions on 27 September 2012

SUPPLIMENTARY PROJECTS (Activities) International, continental and Regional Work Deposited SADC Protocol ratification with DIRCO for submission to SADC Secretariat Provided inputs and critique on the UN Strategic Cooperation Framework document to DoJ Participated in the Sectoral Working Group on Goal 3 for the MDG 2013 report. Participated in the MDG indicator development Workshop organised by Stats SA. MDG 2013 Sector Working Group monthly meeting – 14 Aug: identified data sources Inputs made into BRICS strategy – gender and disability perspective/ consideration Assisted with information for the First Ladies Summit in Nigeria on Gender Peace and Security on 24-27 July 2012 Developed policy paper on FGM for UN Mission and submitted to DIRCO Attended the Restorative Justice and Democracy in Africa summit in the Gambia

BRANCH CHALLENGES REQUIRING INTERVENTION Referrals to implementing Departments for project funding and technical support are not timeously attended to; and this often lead to missed opportunities for women projects. Lack of sufficient human capacity and requisite skills Lack of sufficient funding to effectively implement operational plan Too many ad hoc tasks / supplementary tasks
