  1. North Carolina Coastal Management (CAMA) Land Use Planning Program Introduction to Coastal Management

  2. CAMA Land Use Plan (LUP) • Collection of policies and maps • Serves as a guide for community growth • High technical quality • Responsive to local needs • Support CAMA goals

  3. CAMA Land Use Plan (LUP) • Each county (20) must prepare a local land use plan • Each plan must address • Protection of productive resources (forest, fisheries) • Economic development of the unit • Natural resource protection • Mitigation of storm hazards

  4. CAMA Land Use Plan • Land use plan preparation is supported by grants from the Division of Coastal Management (DCM) • DCM provides technical assistance to local governments (county, municipal) • CRC “certifies” the local land use plans • CAMA permit decisions are based on these land use plans

  5. CAMA Land Use Plan • In 1998, Land Use Plan program reviewed and evaluated • New principles added to the planning process to develop plans that would support the goals of CAMA

  6. LUP Key Findings • Some local officials not involved in the planning process • Planning process is too rigid • Public participation critical to plan success • Plans must support CAMA goals and meet local needs, too

  7. LUP Key Findings • Plans must address description of land suitability (limitations) for development • Additional financial and technical support from DCM is necessary • Natural systems do not follow political boundaries • Use watershed approach • Support joint plans
