RFP Time & Material Rates / Unit Prices • All-Inclusive (i.e. shall include costs for labor, supervision, material, equipment, bond, overhead, profit, etc.). • Not Utilized for determining “Low-Offeror” • Offeror shall provide rates for the following labor types: • Carpenter Electrician Iron Worker • Laborer Operator Plumber • Pipefitter Glazier Insulator Mason • Painter Roofer Cement Finisher • Sheet Metal Worker Low Voltage Electrician • Refer to Technical Specifications for details regarding Unit Price work. RFP Davis-Bacon Compliance • The minimum wages paid laborers and mechanics engaged in construction work within the scope of this request shall be in accordance with the Department of Labor minimum wage determination. • Refer to Paragraph VII – D-B Compliance of the RFP document for additional information. RFP Subcontracting Plan • Required to be submitted by Successful Offeror • Intent to include Small, Disadvantaged and Women-Owned Businesses on the ESB Project • The Statutory ESB Project Goals are: • - 23% Small Businesses • - 5% Small Disadvantaged Businesses • - 5% Women-Owned Small Businesses • - 3% Hub-Zone Businesses • - 3% Service-Disabled Veteran-Owned Small Businesses • Reference the Small Business Model Subcontracting Plan included with the RFP for details. Project Approach – Project Constraints • Buildings 222 & 223 must have at least one fully functional loading dock at all times (either 222’s or 223’s). • Building 223 fire department connection and fire alarm panel must be relocated prior to demo/excavation at 233 loading dock. • Work in Building 223 must be coordinated with grade/high school education activities. • School Bus drop-off and turn-around capabilities at southwest corner of Building 223 must be maintained during school year. • Pedestrian access from the north parking lot to Building 222 (East Entrance) must be maintained at all times. • Other Argonne constraints will be identified during review and approval of GC’s proposed schedule.
