  2. Primary aim: To improve the ability of the SE sector to participate in current and future delivery Primary objective: To test how enterprises can work together to create a value or supply chain What’s it all about?

  3. Why? • Increase level of SE representation in sub contracts (from 8.5%) • Various policy contexts including ESF 2007-13 Programme; EU SD strategy; HMG SME strategy; Big Society and Localism; CJ Bill…and feedback from the 2011 engagement events

  4. ..and also • Working prisons • MoJ/NOMS competition strategy • PBR • Green Deal • Enterprise zones • Public Services (Social Value) Bill [Act] • EU Social Business Initiative

  5. What it is • Represents direct support to the sector • Range of developed entities that can deliver services but also generate resources from multiple routes • At the core, offender skills and employment opportunities • Possibly surrounded by other interventions/services • Wider social outcomes – what is the real impact of this work? • Social, economic, regenerative, environmental, inclusive impact

  6. What it’s not • A large scale contract opportunity for individual enterprises to delivers interventions

  7. More specifically • It’s an investment in the sector to prepare for current or future opportunities • A partnership with commitment on both sides • Government contracts are not the only way to deliver on wider agenda • An opportunity for the SE sector to show why its different • Think about different funding routes, partnerships, trading and commercial activity • SE at core, but what other sectors could add value?

More than the Sum • How can the partners create value beyond individual contributions? • Core commercial or trading activity • Create and be able to demonstrate a compelling offer to primes, commissioners • Help us work through recognising social value and impact • Be creative, ambitious and innovative • We will provide the technical and other support to help, but developing the offer is down to you

  9. No illusions • Won’t be easy • Not a quick financial fix • Requires investment on both sides • Genuine attempt to work with sector to help it prepare for opportunities ahead
