New SLU Rural District Standards • Provides Context & Regulatory Parameters for: • Developing Non-City-Like Communities • Preventing Rural Sprawl • Promotes Clarity in State Land Use Law for Defining Rural Settlement Patterns • Establish One Possible Template for Development of Non-IAL Lands • Promotes Understanding of Differences Between Rural Settlement & AG/Farms

Implement IAL Designation Process • Comply w/Constitutional Mandate • Promote Investment in New or Existing Agricultural Industries • e.g., Energy Crops • Hawaii Branded Products (I.e., Beef, Papaya, Mac Nuts, Coffee, etc) • Supports Objective that HI Can Become Self-Sustaining • Net Exporter vs. Importer of Food

Clarity & Consistency in AG REGS • Focus Enforcement on SLU AG District Standards • Eliminates Special Permit & County Definition Loopholes • Prevents Proliferation of Fake Farms & Rural Sprawl • Eliminates Need For “Red Herring Reform” • Farm Dwelling Definition • Primarily in Pursuit of Agriculture • “If It Quacks, It’s A Duck!”

Efficient Process For Updating SLU District Boundaries • Establish Quasi-Legislative SLU Boundary Review Process • Updates SLU District Boundaries Per Approved County GP/DP • Can Be Initiated By Either State OP or Individual Counties • Regular Review • Five Years/10 Years? • Does Not Foreclose Opportunity For Individual Petitions For District Boundary Amendments
