  2. Why Good Governance Matters in Land Administration? • Access to land and the security of tenure form the foundation for: • Food security • Social stability • Economic growth • Poverty Reduction Land Administration; part of the problem or part of the solution?

  3. Good Governance in Land Tenure and Administration • Efficient • Responsive • Legitimate • Transparent • Accountable • Consistent • Sustainable • Locally responsive • Participatory • Provides security • Ensures integrity Important principle or just rhetoric?

  4. Consequences of a weak governance Lack of transparency is a perfect state of affairs for many. State capture Administrative corruption

  5. State Capture All for one – one for all Grand scale - gang governance Evictions - grabbing Public asset transfers Favoring arrangements Law for the powerful Transparent governance stops gangs! PS. Nothing wrong with motorbiking!

  6. Administrative Corruption Bribes Facilitators Theft Fraud Extortion Nepotism Misconduct Just some tea money? No, it’s serious. Maintains poverty and social exclusion!

  7. Land Use and Transfer Decisions These lands are by law restricted to pasturing. Interests are served, but whose interests?

  8. Environment, State Lands and Transparency Protection starts by knowing what and where to protect!

  9. Enforcement, feasibility Rule of Law is a joke, if there is no feasible life at offer by obeying the law. This house is built on a seasonal river!

  10. Equality Guess which side have formal titles and the protection of the law?

  11. Our future Can we afford to have land and natural resource use decisions not based on economical, environmental and social interests, but to the interests of a few?
