  2. Types of Local Governments • Counties: largest subdivision of a state • Iredell County • Municipalities: any urban unit of gov’t • Mooresville • Special District: concentration on regulation and control of 1 area • Iredell Soil & Water Conservation District

Local Authority • local govts are “creatures of the state”: • all state constitutions lay rules for establishing local govts • every county & municipal gov’t has a legislative & executive branch • many have a judicial branch, but operated by state gov’t • local ordinances (laws) must follow state & federal constitution • ex. noise ordinances, leash laws, hunting laws • local govts administer laws & provide services • some services overlap

Counties • NC has 100 counties • each has a county seat • each county governed by a Board of County Commissioners • county legislative body • make county ordinances • can levy taxes • County Commissioners are elected • Board of Commissioners hire a County Manager • serves as county’s chief executive. • carries out county ordinances & makes county budget • must have balanced budget

  6. Functions of County Governments • Public Schools (Iredell-Statesville Schools) • Register of Deeds • Social Services • Sewage & Sanitation • Law Enforcement (Sheriff’s Office) • Fire Protection • Recreation • Water • Tax Collection

  7. Municipalities • cities, towns, or villages • ex. Town of Mooresville • each municipality has been incorporatedby the state • the state has declared an area as a municipality & granted it a charter (the basic rules for that municipal govt) • annexation: • used to expand boundaries to include new territories • Why might a municipality want to annex an area? • Why might some residents in an area to be annexed oppose?

  8. Municipal Government • ALL NC municipalities use the weak mayor-council-manager plan of municipal government • but some give their mayor veto power THE MOORESVILLE ELECTORATE ELECTS… TOWN COUNCIL (Town Board of Commissioners) TOWN MAYOR HIRES… TOWN MANAGER

Municipal Government (cont.) • Council: Legislative Body • make municipal ordinances • approve personnel & budget • budget must be balanced • levy taxes • Mayor: Ceremonial Executive • make appointments to Advisory Boards • ceremonial functions • Manager: Chief Executive • make budget • carry out municipal ordinances • oversee non-elected personnel; hire non-elected municipal department heads Mooresville’s Mayor: Miles Atkins
