  2. What is SAKSS? • SAKSS is a platform for sharing data and analytical tools • SAKSS is a source of information for planning, implementation and M&E • SAKSS is a network of institutions and individuals • SAKSS is an environment that allows for interaction among various stakeholders

  3. SAKSS Goal • Empower policy makers, researchers, development practitioners and beneficiary communities with information and knowledge to support design, implementation and M&E of agriculture and rural development strategies

  4. What Can SAKSS Do? • Improve access to information and knowledge from a variety of sources • Avail to users the latest interactive ICT tools (such as eGIS) to increase data utility • Improve investment targeting • Assist in priority setting using cutting-edge analytical tools (e.g. development domains) • Allow interaction among various stakeholders to improve debate and quality of research questions

Linking USSP and ECA SAKSS and CAADP/RESKSS • Uganda needs a country level SAKSS to support the PMA implementation and M&E • The USSP provides a platform for the formation of the country SAKSS • IFPRI is a generator of knowledge and analytical tools to feed into the USSP • SAKSS needs to be institutionalised for sustainability – PMA Sec. appropriate

ECA SAKSS Poverty Targeting Tool • ECA SAKSS has developed a tool that allows users to: • overlay their own data on poverty maps • improve investment targeting • monitor investments • improve communication on poverty interventions [Here I will demonstrate how a user can add their own data to the poverty maps]

  7. Example: Using Poverty Maps for Targeting Investments The Plan for Modernisation (PMA) of Uganda: • PMA Secretariat wants to show investment projects on poverty maps • National Agricultural Advisory Services (NAADS) wants to show technologies adopted/disseminated in different places on the poverty maps • PMA Sec. and NAADS want poverty maps at sub-county level for better poverty targeting

  8. What can ECA SAKSS do for USSP? • Analytical research beyond the national agenda, e.g. regional trade (policy, constraints, etc) • Access to interactive analytical tools developed by ECA SAKSS (e.g. poverty targeting tool, development domains, etc) • Capacity strengthening in specific areas (research tools, spatial analysis, etc) • Collaboration in dissemination and communication (e.g. CDs, web environment)
