Dharani- Project Objectives – Integrated Land Records for the State of Goa • Creation of digital maps down to every land parcel level • Linking the Maps to ownership records/RoR • Database creation, Data Security and Archiving • Hosting the Data on a state-wide network. • Provide access to authentic geo-spatial records thro’ web services and kiosks • Automatic Land Parcel Extraction with RoR and template

  16. Technology and Services offered • Digitization of cadastral maps of the entire state of Goa • Mosaicing individual sheets digitally to create maps of villages/towns/cities • Integration with ownership and land use records • Customized GIS software for • Maintenance and management of Land Information System by the Land Records Department operating on a state-wide enterprise network, with biometric security, data encryption, data archival and land mutation workflow processes • Operating kiosks for information dissemination to public • Issuing certified copies of land parcel extracts against nominal payment to citizens

  21. Integrated Land Records Form 1 and 14 integrated With map/land parcel data

  22. Data Integration with RoR- Benefits Dfata Integration • Reconciliation in cases of • Discrepancies in Areas of Land Parcel and ROR – • Missing Data • Queries based on Ownership, land use etc

  23. Data Integration with RoR- Benefits Dfata Integration

  24. Data Archival • Even if a map is edited by an Updating Authority, the earlier version is not over-written, the file is simply tagged as updated pending approval. Only when the Approval Authority puts his/her fingerprint and approves the change, the updated map is tagged as a final updated latest version • On mutation,, the old record also needs to be maintained for production in judicial/arbitration courts in case of future disputes as maps are a legal record. • VISION MapMaker supports Data Archival whereby every record of mutation is preserved • Software maintains complete version history and prohibits editing of older approved versions

  25. Data Security • Survey Records are legal records and need to be protected from tampering • In a digital networked environment, the Security System adopted is three-fold • ENCRYPT/IDENTIFY/ARCHIVE

  26. Data Security – Encryption • Data is in encrypted form preventing tampering by unauthorized personnel. Only authorized users through customized GIS software VISION MapMaker can modify the data.

  27. Data Security –Biometric Verification • Data Updation is allowed by software only after biometric verification (fingerprints) of Updating Authority and Approval Authority.

  28. It goes into edit mode only after biometric verification Software is normally only in view mode for approved maps
