Improving State DOTs Through Comparative Performance Measurement: Insights and Best Practices

In February 2009, Mara Campbell, Director of Organizational Results at Missouri DOT, shared insights on state differences in climate, population, topography, and organizational structure, impacting construction project performance. A thorough examination of 20 states showcased best practices in cost and schedule performance, while 31 states focused on pavement smoothness.
