ASPR/OPP Division of At-Risk, Behavioral Health, & Community Resilience (ABC) Mission: Provide subject matter expertise, education, and coordination to internal and external partners to ensure that the functional needs of at-risk individuals and behavioral health issues are integrated in the public health and medical emergency preparedness, response, and recovery activities of the nation to facilitate and promote community resilience and national health security. • Key Responsibilities: • Policy guidance • Providing expertise & technical assistance • Interagency coordination Regarding: • At-risk Individuals • Behavioral Health • Community Resilience

HHS Definition for At-Risk Individuals • Functional Needs Definition: Before, during, and after an incident, at-risk individuals are those who may have additional needs in one or more of the following functional areas: • Communication • Medical care • Independence • Supervision • Transportation • The Pandemic and All-Hazards Preparedness Reauthorization Act (PAHPRA) defines “at-risk individuals” as: • Children • Pregnant women • Senior citizens • Other individuals who have special needs in the event of a public health emergency, as determined by the Secretary of HHS.

HHS Definition for At Risk Individuals • Individuals who may also need additional response assistance include those who: • have disabilities; • live in institutionalized settings; • are from diverse cultures; • have limited English proficiency or are non-English speaking; • are transportation disadvantaged; • have chronic medical disorders; or • have pharmacological dependency.

Behavioral Health Disaster behavioral health is the provision of mental health, substance abuse, and stress management to disaster survivors and responders. • Key Responsibilities: • Provide subject matter expertise, resources, and technical assistance to ASPR programs and partners • Coordinate federal behavioral health activities to address concerns of impacted members of the public, survivors, and, in particular, federal responders • Represent ASPR on matters regarding behavioral health

Overview of Presentation Four Topics • Personal Assistance Services helps individuals with access & functional needs maintain their independence • Medical Reserve Corps locally based and run organized volunteers that supplement existing emergency and public health resources and promote healthy living • Service Access Teams addresses public health and human service needs following an emergency event • Federal Disaster Case Management addresses human services needs following disasters as normal community support systems are disrupted
