Introduction • What is SMS? • NPRM and FAA Order 5200.11 • Impacts to Commercial Airports (not just Ops.) • The Safety Risk Assessment (SRA) • How to Get Started
What is SMS? 4 Components • Policy (Corporate Vision, Objectives, Responsibilities) • Safety Risk Management (Hazards, SRAs, Mitigations) • Safety Assurance (QA = Audits and QC = Inspections) • Safety Promotion (Training, Communication)
What’s at the Core? • Safety Risk Management • Hazard Identification • Safety Risk Assessments • Mitigation • Monitoring • Safety Assurance • QA – Proactive; Audits, Evaluations, Metrics, Data • QC – Reactive; Inspections, Assessments, Reporting
SRM/SRA Definitions • Safety Risk Assessment (SRA) is the risk assessment comprised of a panel of Subject Matter Experts. • Safety Risk Management (SRM) is the process of identifying hazards, analyzing and assessing the risks, and mitigating the risks. • Safety Management System (SMS) is the overall program. The FAA is implementing SMS internally (5200.11) and externally (NPRM / AC150/5200-37)
Impact to Airports • NPRM (Part 139 airports) • 5200.11 (currently applies to all large NPIAS airports) • Planning, Design, and Construction Projects

FAA’s Risk Matrix AC 150/5200-37
Our Suggested Risk Matrix Severity ** Must have multiple controls (mitigations)
How to Get Started • Each FAA Region has an SMS Coordinator • Talk with your ADO Program Manager • Familiarize yourself with 5200.11 and the NPRM • Identify People, Processes, and Systems in your Organizational Reach (Tenants, FBOs, etc.) • Get Early Buy-in • Identify Projects in the CIP for SRA(Not just the large hubs, everyone should be doing this!)
Summary SMS is a reality, and SMS makes good business sense
